Work on 34,859MW hydropower projects ‘under way’

ISLAMABAD - Around 22 dams/hydropower projects having cumulative capacity of 34,859 megawatts (MW) are either under construction, ready for construction or under planning.

Upon completion, these projects will contribute significantly to energy supply in the country. Realizing the importance of hydropower in overall production of electricity in the country, the present government took a number of initiatives to increase its percentage and meet the growing needs.

According to the data released by the Ministry of Water and Power on Sunday, currently feasibility and engineering design studies for numerous hydropower projects (HPP) with cumulative installed generation capacity of over 25,000 MW are in hand with Water and Power Development Authority (WAPDA). The data shows that there are seven under construction projects, which include Neelum Jhelum Hydropower Project with installed capacity of 969 MW and its overall physical progress is 90 per cent.

Tarbela 4th extension project is 1,410 MW and its overall physical progress is 76 per cent. Golden Gol HPP is 106 MW and its overall physical progress is 65 per cent.

Moreover, Diamer Basha Dam is of 4,500 MW and present status of the project is that construction of infrastructure/preliminary works, including project colony at Thor valley and Composite Model Village-II at Harpan Das are in progress whereas work on Karakorum Highway (KKH) Bypass is held up since December 2015 due to boundary dispute between Gilgit-Baltistan (GB) and Khyber Pakhtunkhwa (KP).

Financing strategy for implementation of Diamer Basha Dam project was approved by the Cabinet Committee on Energy on November 30, 2016 and in light of financing strategy, WAPDA submitted two PC-Is to this ministry - one for the Dam part has been submitted to the Planning Commission on March 24, 2017 for its onward submission to appropriate forum. The PC-I for Power Generation Part is currently under process in the ministry.

According to the financing strategy, dam & pre-requisites will be implemented through Public Sector Development Programme (PSDP) grants plus WAPDA's arranged financing whereas power generation facilities shall be implemented through local/foreign loans plus WAPDA's arranged financing.

Construction of infrastructure/preliminary works of Diamer Bhasha Dam Project i.e. Project Colony at Thore Valley, Composite Model Village-II at Harpan Das are in progress. Further, 85% of the land for the project has been acquired.

The other project - Kurram Tangi Dam (KTDP) Stage-I (Kaitu Weir Irrigation and Power Project) - is of 18.9 MW. The contract agreement has been signed with M/s FWO-DESCON JV on June 07, 2016. The contractor mobilized at the site on July 1, 2016. Pre-construction activities are in progress and PC-I for KTDP Stage-II is under submission for approval.

Keyal Khwar project is of 128 MW and second revised PC-I was approved by ECNEC on January 29, 2016. Preparatory works are in progress and the contractor for KKHPP-02 (Civil Works) has mobilised. Tendering for Contract KKHPP-03 (E&M Works) is in process and overall physical progress is 10 per cent.

Dasu HPP (Stage-I) project is of 2,160 MW for which PC-I was approved by ECNEC on March 28, 2014. For land acquisition Rs 23 million has been disbursed to affectees of Zaal and Uchar area so far. Payments against remaining priority areas required for preparatory and main works will be disbursed shortly after completion of land acquisition formalities being in process.

Regarding preparatory works, three contracts have been awarded to Chinese contractors related to roads IKKH-01 & RAR-01) and Transmission Line (TL-01). Contracts for Project Colony (PCI-01R) and Resettlement Villages (Dasu-RV) have been terminated due to fundamental breach of contract and re-invited with bid opening on March 1 and 2, 2017 respectively. Contract Agreement for Contract: RAR-02 is in final stage and will be signed shortly.

Evaluation of Bid for Resettlement Sites Contracts (LBRV-II, LBRV-12 & RBRV-12) is in progress. For Main Civil Works (MW-01 & MW-02), contract agreement for MW-01 and MW-02 has been signed on March 8, 2017 and contractor is likely to be mobilized in June 2017.

There are three ready for construction projects, which include Harpo HPP of 34.5 MW. For this project PC-I amounting to Rs 9,523 million was approved by ECNEC on March 28, 2014. Hiring of consultants is in process.

Tarbela 5th Extension is of 1,410 MW for which PC-I approved on December 20, 2016 amounting to Rs 82,362 million. Hiring of consultants is in process and pre-qualification of civil and E & M works is in process.

For Kalabagh Dam, which is of 3,600 MW, detailed design and tender documents have been completed in 1988. Implementation/ construction work on the project can be started after a consensus decision by the government.

The data showed that there are 12 under planning projects which include Bunji HPP, which is of 7,100 MW. Feasibility study and detailed engineering design have been completed while PC-I is under approval from the Planning Commission. Phandar HPP is of 80 MW for which detailed engineering design has been completed while PC-I is under approval in Ministry of Water & Power.

The other project is Middle Spat Gah HPP which is of 496 MW. Ministry of Water & Power cleared PC-I on July 25, 2014 and forwarded it to Planning Commission on September 12, 2014 for approval.

Mohmand Dam project is of 800 MW for which detailed engineering design & preparation of tender documents have been prepared and PC-I is under review. Concept paper for arrangement of financing from local and foreign institutions, including supplier's credit, has been submitted to Ministry of Water & Power on March 10, 2017 for onward submission to Economic Affairs Division (EAD).

Upper Spat Gah HPP is of 252 MW for which pre-feasibility study has been completed. Thakot HPP is another project is of 4,000 MW, whose feasibility study is in process. Patan HPP is of 2,200 MW for which feasibility study has been completed.

Basho HPP is of 40 MW for which updation of feasibility has been completed. Implementation of Basho HPP will be taken up in Phase-II after completion of Harpo HPP as per preference of the GB government. Yalbo HPP is of 2,800 MW for which PC-II for feasibility study is under preparation. Tungus HPP is of 2,200 MW for which PC-II for feasibility study is under preparation.

Upper Palas Valley HPP is of 157 MW whose pre-feasibility study has been completed while Middle Palas Valley HPP is of 398 MW for which pre-feasibility study has been completed.

The data showed that the government is facilitating and encouraging private investors for promoting hydropower generation in the country and has allowed private sector to develop hydropower projects on Build-Own-Operate-Transfer (BOOT) basis.

Private Power and Infrastructure Board (PPIB), being a one- window facility for private sector power generation, is presently facilitating 15 run-of-the-river hydropower projects having cumulative power generation capacity of 6233 MW.

apart from NJ and tarbela IV extention and some samll projects of PPPP era no work has been started

I am optimistic on Dasu given being backed by WB but bhasha will not happen, as no govt is ready to sacrifice even a tiny bit of PSDP, why not spend on roads and things that can happen quick and be seen by public. you dont get votes on dams

we have around 5-6000MW of run of river dams being processed as ROR by private investment board , thanks to enormous returns (which would make them more expensive than even LNG but good thing is that we will get the project after 30 years i guess)

Bhasha dam will give life to our existing dam. It is very important for Pakistan to make Kalabagh Dam, this project just cannot be shelved because of traitors. Also I will not believe on Bhasha Dam until the work physically starts on it because traitors & enemy of the state are hovering over this project to stop it from going forward. I pray that more dams are made in Pakistan not only because it will solve energy problem but it will also conserve water for the future generation.

So we all should pray for the completion of all the dam projects with honesty & Pakistan needs Bhasha & Kalabagh dam.

Hopefully we have enough water left in system to produce that much electricity. Because we are failed to claim even what was and is our right and still Govt. is not serious about this national interest like many others.

what about sukhi kinari dam ..........it is under construction under cpec ........also karot dam is under construction under cpec............
there is a dam which nawaz sherif inaugurated a few days back in fata ??
alas , our own faults have led to the fiasco of kalabagh dam .........the most corrupted party in the world pppp , warn Sindhi against this dam , giving people the fake narrative that Punjab would take all your water...........where all of sindh water was either wasted due to their mismanagement or stolen for the farms of zardari and their family (kamran khan did a full fledged report on that ), Allah would really ask these bastards ........
there are 2 main concerns on kalabagh dam :
1) the ANP thinks that nowshera and some other lands would sink .
2)sindhis think that their water would be stolen by other provinces .
the only solution to this is that , the kalabagh district , should be given to kpk , it really does not matter if it is punjab or kpk , as long as it is pakistan .....the only difference is that , the members of provincial and national assemblies would now be elected from kpk .............plus nowshera though would not sink, but if people have concerns , this city can be relocated on very modern terms , people who think there land would be effected must be given land somewhere else , but who would have such political will ..........when you pm and is stooges are busy in panama papers , how would they solve these issues .
sindhis must be given control of this dam , they would run it , control it as they like and they would operate it till its life , plus it is not passing through punjab , which seems to be their only concern ..........
divide punjab as soon as you can and make a new province called bahawalpur , so that this punjab myth can be shunned once and for all .......
investors are not investing in diamer bhasha dam , due to the status of gilgit baltistan , they are ready to make dams in azad kashmir but not gilgit baltistan , as it is not a province, neither have a separate setup like azad kashmir , where there is pm instead of cm ............nawaz sherif and army chief must beg saudis to invest in this dam , too late i am sure we would make it a kalabagh too ......
investors would be lining for kalabagh dam , if we solve our issues , while it take time , there are thousands of other dams to be built in the mean time .....
alone chital have the capacity to built 10 dams along with reservoirs .....cm kpk showed these dams in road show in china , their study is complete and many MOUs signed , i hope something comes of this ...........

building bhasha will give another 10 billion units to down stream tarbela, dasu, chashma, Jinnah and brotha, this is about 15% of our total production now.

this is in addition to another 20 billion units you expect from bhasha dam itself

but it will still not happen, may be if PML N wins this time than it might happen but not before the election, they will of course inaugarate like every PM has done

govt is offering a 25% RR on hydro projects thus most hydro projects will be touch bit expensive than gas powered plants!.

Looks like 2040 plan, they have named pretty much every big project.

I wish the Turkish firms get a strong foothold in Pak hydroelectric projects. Elhamdulillah they have mastered the technology and skill sets to build high altitude multi-purpose barrages. Story line is simple: show us a stream and get the barrage!!!! I think Pak is filled with such water bodies!!!!!

An example: Deriner barrage. Turkey's tallest (~250m altitude from the base), ~2b m3 water depot, 670MW , $1.4b cost.

only the projects spear headed by WB/AB or the one under private investment with huge returns(and expensive power) will be completed and govt will call this success.

no wonder we have the slowest growth rate in south asia despite a huge chunk of CPEC investment, once the investment dries, with decreasing exports we might end up with another IMF /balance of payment like crisis, infact if oil prices double we will have a crisis tomorrow (already with mere 15% increase the reserves are starting to feel the pressure)

serious reforms (taxation, ease of business, loss making entities, education, health)are needed. why do you think you have so many MOUs but no ground work, this is becasue of lack of reforms, even the chinese CPEC investment that is heavuly politically backed, get time and again irked by our difficult process

this is what the IMF, WB and AB are saying all along and honestly historically they have predicted everything correctly. remember economy is all about perception, if IMF/WB holds a bad perception of your economy, investment will not come

You are very right on all counts. Just imagine, if Pakistan had been able to get rid of Pakistan Steel Mill, PIA, & other loss-making Public Enterprises, we could get a large dam. But politics of entitlement (PPP), and indecision (PML-N), and disruption (PTI), and appropriation of resources (you know who) has ensured that Pakistan does not get to avail the rare opportunity that has been presented in the last 3 years in form of low oil prices, and CPEC investments.

Kalabagh if constructed will lead to immediate benefits. On the other hand what's important for us on a long term basis are bhasha, dasu and thakot. These will increase the life span of the existing and under construction dams.
What we need to work on are a few dams on river chitral. That will also increase our leverage during talks with Afghanistan on a possible water sharing agreement.

i bet govt cant construct kalabagh dam because it will not have the finances to do so..

was it able to construct munda(cost 1.4 billion dollars) dasu (4 B $) bhasha dam (8-12B$)
kalabagh is nothing but an excuse by politicians

each of three mentioned projects have comparative benefits

Agreed.... the other difference of Kala Bagh is that world bank is ready to finance it and it's design is also ready... even if we have to decrease the height and thus the storage capacity then even it's worth the hassle.
We need water storage for power and irrigation and as rightly mentioned by you Kala Bagh dam fits that bill. The illiterates along with common, naive and innocent people in Sindh and kpk are being misled and used for political leverage by so called national leaders.
One thing i forgot to mention above is the Chiniot dam... the feasibility is on going and this site will help us cater to controlling floods and along with other long term projects it just might make planned and long awaited sehwan barrage in Sindh a priority
