SAAB says that MII Gripen E can be made available 3-5 years after a contract.
It is going to take time to move an F-16 production line as well.
Realistically a contract is not going to be signed until maybe earliest End 2017,
so it all depends whether IOC aircraft are acceptable.
It was not for Tejas, but that can be lack of trust in HAL.
Remains to be seen.
If India wants to negotiate for four years, then FOC time is less of a problem
if a deal with India for F-16 can be reached I believe the first 36 or more will be made in the U.S until the plant is India is ready in 2-3 years time.
India would be getting F-16 within 12 months of a deal being signed.
