It is going to take time to move an F-16 production line as well.

Realistically a contract is not going to be signed until maybe earliest End 2017,
so it all depends whether IOC aircraft are acceptable.
It was not for Tejas, but that can be lack of trust in HAL.
Remains to be seen.

If India wants to negotiate for four years, then FOC time is less of a problem

if a deal with India for F-16 can be reached I believe the first 36 or more will be made in the U.S until the plant is India is ready in 2-3 years time.

India would be getting F-16 within 12 months of a deal being signed.

The US is looking to extend the life of a significant number of their F-16s to 2030-2035.
That is not possible without spare parts.

One of the key election promises is that Trump wants to bring back jobs to the US.
This is ill matched with the Indian desire to bring production to India.

One of primary purposes of boost in American defence exports to India is to reduce Indian dependence on Russian defence equipment.

In wikileaks American diplomats have overtly advocated exploiting Indo-Russian defence deal problems

Will Trump choose to follow this strategy only time will tell.

Most likely not, he would probably get offended at the Suggestion of putting American tech into their Hands. If Trump is elected India will be the last of his worries. Most likely he wil get around to the India deal on the last day of his First term.
