Pakistan and Bangladesh do not have different challenges and problems because "Pakistan is in the crosshairs of the greatest powers of the world"; Bangladesh is in much the same situation. And Bangladesh's history didn't diverge from Pakistan's until 1971. What has made Pakistan different - and what made Bangladesh different immediately after its independence - was the last bit you cite, that Pakistan has "an altogether different...political reality."
That "political reality" is something IK might be seeking to change. IK has openly declared that Pakistan's "armed militias" - which he acknowledged were created my the military - are not useful anymore and won't be allowed: link. If the NYT story is accurate and if this policy is carried through then no longer will Pakistan's military play the role of both arsonist and firefighter: defense expenditures can decrease and the prestige and attractions of productive non-military careers may increase. In thirty years or so Pakistan can become the new Bangladesh!
