Government of India has nothing to do with development or lack of it in Punjab.
Punjab is a full fledged State, not a Union Territory.

There is a reason we have State elections and a Chief Minister. Development or lack of it in any State of India is entirely in the hands of the people and leaders of that State.

Narendra Modi developed Gujarat while fighting a bitter battle with Govt. of India on a daily basis. Tamil Nadu developed while fighting with GoI. Examples abound where will exists.

As far as I remember reading, a group of Sikhs under their leader Tara Singh did demand "Sikhistan", but in the chaos that came with independence, he opted for a Sikh dominated Punjab province in India instead.

Edit: Just read the British did not heed to the demand of the Sikh leadership at the time, making the Sikh leaders think that they might as well join India then.

Pakistani west Punjab was muslim majority as was Lahore and off limits but a east punjab with a sikh majority after Partition was a reality

Jinnah didnt offer annexation just support for a independent sikh Kingdom

so a independent sikh kingdom
their own government
their own state
their own laws

their own army with sikh symbols
their own airforce
