ALIGARH: A top bureaucrat in Uttar Pradesh has controversially lashed out at families of martyrs, implying that their demands for compensation are unseen in any other country.

"India is a land of mourners," Aligarh district magistrate Rajeev Rautela has reportedly said in remarks that have sparked a storm.

"5,000 Americans have been killed in Afghanistan, but you will never hear their families asking for compensation, they want to do something for the country," said the official.

"It is the duty of soldiers to lay down their lives on the war front. (In India) the government pays the soldier, he is fighting on the border, he dies serving the country, then until we get petrol pumps or Rs. 50 lakh compensation, we say we won't allow last rites, how will this country progress?"

How much money do the families of soldiers receive when they are killed in a war zone?

According to the Department of Defense's A Survivor's Guide to Benefits, compensation for the surviving family members of a service member killed on duty includes:

• A "death gratuity" of $100,000.

• Rent-free military family housing for up to a year or an allowance for housing. Survivors are also entitled to transportation, per diem and shipment of household goods and baggage.

• Up to $8,800 is available for burial.

• Payment of all the service member's unused accrued leave.

• Insurance payment of up to $400,000. Service members are automatically enrolled and insured for that amount, but may reduce or decline coverage as desired.

All the benefits listed above are tax-free.

• The survivor benefit plan may be available . It calls for 55 percent of what the service member's retirement pay would have been if he or she had been retired with 100 percent disability. Spouses can get this payment for children only, which would not reduce the payment under the dependency and indemnity compensation (see below).

• The dependency and indemnity compensation (DIC) calls for a surviving spouse to be paid $1,154 a month for life, tax-free, or $1,404 a month if there are children under age 18, unless he or she remarries before age 57. Also, each child receives $286 a month until he or she marries or turns 19, or 23 if he or she is attending a VA-approved institution of higher learning, or for life if he or she is disabled. The surviving spouse and dependent children up to age 26 may also qualify for up to $42,120 for 45 months of full-time education benefits per person from the VA.

• Social Security: A monthly Social Security survivor annuity is provided for a spouse caring for the deceased member's dependent children under age 16 and for eligible minor children of an insured service member. Benefits are the same as for the family of any deceased civilian worker.

• Health care: A surviving spouse who hasn't remarried and minor dependents are eligible for medical care at military facilities or are covered by Department of Defense health insurance.

• The surviving spouse who hasn't remarried and qualified unmarried dependents are eligible to shop at military commissaries and exchanges.

• The survivors of a service member whose death occurs overseas in a terrorist or military action is exempt from paying the decedent's income tax for at least the year in which the death occurred.

Example: The surviving husband of a corporal with four years of service and one child would receive one-time payments of up to $525,000 and monthly annuity payments from all sources of up to $45,000 a year while dependent children remain in the household.

No one whines in the US because families being compensated is a settled matter. They are compensated, and no politician would think of saying they shouldn't be compensated.

This guy's kids need to be drafted.

It is weird because families are routinely compensated and it is a settled matter. It is quite possible that this guy has been quoted out of context or maybe he is referring to additional compensation being sought from the state government etc. The compensation comes directly from the MoD.

Btw, this guy is not a politician, he is a civil servant.

I believe such a stmt in US would cause a moral outrage and the person would resign on his own. Such ppl would be endlessly shamed in debates during election time. In india it will be forgotten after a week so ppl can give whatever stmt they want.

Does the Army Act or Manual of Indian Military Law or the Constitution tell a soldier to die doing his job ??

Because that solider represents a potential or existing income source to that family that was sacrificed for the nation. Unlike you when you retire Mr Civil servant with hands and feet still intact. That fellow might be gone anywhere between the age of 21-50. That means that whatever years of potential earnings and support he could provide are also gone. But since you sir are nothing more than a belittling vindictive fellow looking to get your own compensation doled out, you think those sacrificing their future for yours dont deserve what little or more they get for it.

Will one of you actually post this comment on any FB post on the same for me? Let them know a Pakistani said this.

Lol send this officer on duty in j& k on border when there is firing, then we will see his family ask for compensation or not

Dont compare Indian martyrs with that of USA. The citizens of US are very well covered by various Governmental schemes for social protection. So even if they die or get permanently disabled, their families can live their lives without any trouble.

In India, there is no one to take care of the elderly or the dependents. Who will join our forces if they realize that in the event of their death, no one will look after their families!!

There are Two different points here

1 The Compensation that is PAID by the Central Government and The
Ministry of Defence ; That is all codified and as per SERVICE RULES

There is no dispute here

2 The second point is Contentious

What happens is that when a soldier is cremated as per Military Honours
during the cremation service a LARGE crowd gathers in the village
Thousands of people attend the cremation

Then a politician makes an announcement to gain popularity points
that the Family of the deceased soldier
will be given LAND or petrol pump by the State government

BTW Many Kargil martyrs were given petrol pumps / Gas Agencies

Now these two things are NOT easy to get in India
So naturally the promise fails ; not every deceased soldier can be given Land and Petrol pump

So after a while the Family of the soldier starts COMPLAINING to media channels
that they have been cheated

So it is better that Government of India ENHANCES the Cash compensation
so that such false promises are not made

What you said is true, but the issue here is the statement this guy made. He targeted the soldiers than the politicians for making such hollow offers.
