Why Pakistan doesn’t want to join MTCR

India will never gain NSG membership unless it becomes a NPT signatory. If India does become a NSG member without being a NPT signatory, all nuclear related treaties become a joke. Rules are rules and they cannot be broken.

The same thing was said about India"s NSG waiver. which despite not being signatory of NPT nor even being a member of NSG allows majority of benefits of NSG.

Interestingly the Chinese themselves ended up supporting India's NSG waiver, compromising Pakistan's national security in the process :lol:

ISLAMABAD: Despite its profound interest in export control regimes, Pakistan has so far not expressed interest in joining the West-dominated Missile Technology Control Regime (MTCR) — an elite club of countries controlling exports in missile and unmanned aerial vehicle (UAV) technology.

The country has a fairly advanced missile programme and developed a number of short- and medium-range ballistic missiles and UAVs, but it has never sought membership of the MTCR, which theoretically could have facilitated its access to high-end missile technologies.

India, meanwhile, this week became the 35th member of the MTCR after a consensus emerged in the regime on admitting it into its fold for what was described by the group’s chair Ambassador Piet de Klerk as a move towards strengthening “the international efforts to prevent proliferation of delivery systems (ballistic missiles or unmanned aircraft) capable of delivering weapons of mass destruction”.

There are several explanations about Pakistan’s approach on the MTCR.

Foreign Office spokesman Nafees Zakaria said that various stakeholders within the country had so far not reached a decision on joining the group.

“We do not feel that it is propitious time for applying,” he said, adding that Pakistan was already voluntarily following the MTCR guidelines.

According to the MTCR, membership requests are assessed on the basis of multiple considerations, including the contribution a prospective new member will make to strengthen international non-proliferation efforts; that it demonstrates a sustained and sustainable commitment to non-proliferation; has a legally based effective export control system that puts into effect the MTCR guidelines and procedures; and administers and enforces such controls effectively.

Unlike the Nuclear Suppliers Group, for which Pakistan has applied despite the NPT shortcoming, it meets the entire MTCR criteria. But with the group deciding the membership cases through consensus, several other unsaid factors, particularly geopolitical and strategic concerns, come into play.

The FO spokesman contended that it was inappropriate to look at the matter from the perspective of India gaining entry into the group. “We follow our own interest in terms of what suits us and what should be done at what time,” he added.

Another official, who did not want to be named because he was not authorised to speak to media, denied the impression that Pakistan lacked interest in joining the MTCR. He said it was instead a case of odds being against Pakistani case.

But there is an influential school of thought which is opposed to Pakistan showing interest in joining the MTCR.

Former permanent representative at the UN in Geneva Zamir Akram said: “There is no value addition for us to join the MTCR.” He was of the opinion that Pakistan should keep its options open in terms of ensuring security and deterrence and avoid committing to MTCR obligations.

Sarwar Naqvi, executive director of the Centre for International Strategic Studies, explained that Pakistan did not feel the need for entering the MTCR because it had indigenous missile capability that was adequate for its own security and deterrence.

The MTCR is a voluntary regime without any legally binding commitments and penalties for violators. It urges its members to restrict their exports of missiles and related technologies capable of carrying a 500kg payload for at least 300km or delivering any type of weapon of mass destruction.

The MTCR does not maintain a difference between a member and a non-member, except for the United States which has legally prescribed distinction for MTCR members through which transfer of technology or missiles to a non-MTCR country is restricted.

It is not just experts in Pakistan, who have begun questioning the utility of joining the regime, China, whose application has failed to get consensus since 2004, is also having a second thought.

“We have noted that some of the multilateral export control regimes have changed in one way or another. With that in mind, China is assessing the effectiveness of the MTCR in safeguarding the international non-proliferation regime,” Chinese foreign ministry spokesman Hong Lei said in a media briefing in Beijing.

It was earlier being speculated by some Indian analysts that the MTCR membership would be used by India for bargaining with China on its NSG candidature, which the latter had been opposing for not meeting the NPT criteria.

Even in the MTCR, India continues to enjoy exceptionalism, although under a US policy on new members, those not recognised as nuclear weapons states will have to give up their ballistic missiles that exceed the limit of 500kg payload for 300km.

South Korea and Ukraine were earlier given similar exceptions, according to an arms control website.

well we will get NSG memebr ship not now but in future and it will take time till then we have already got what we wanted due to NSG waiver to us back in 2008 so no one can stop us to get the latest nuclear techs or nuclear fuel

but if you think China can supply and will supply you the best nuclear and missile or drone tech then good luck :D

You haven't answered my questions for second time, well never mind. You have made two assumptions there,
A) You will get NSG membership following the same trajectory.
B) China will not or may not be able to fulfill our defense needs.

Both of them seem highly unlikely according to current circumstances. There is no point in speculation of kind other than too satisfy one's pride. Cheerz mate!

Question is whether Pakistan wants to join MTCR -- May be May be not, but she wants various tech. which will come to Pakistan easily only after joining MTCR. Couple of people will argue that China can supply Pakistan all the weapons and tech. what she need -- May be and May be not but China can supply all the tech. to Pakistan is like taking it granted, before thinking that China wants to join MTCR, that's why she applied it for the MTCR in 2004, and for its entry she has to keep her record clean. Missiles ad Drones are not the only Tech. which is related to MTCR, but also includes technology related to communication, propulsion for Civilian use, guidance, optronic and IR Sensors etc.

Why Pakistan is not interested to join MTCR. The logical answer is MTCR is heading by Americans. United States has authority to change the definition whenever they want. You can't do anything in that perspective when you're signatory of any such organization and the lead identity will going to change the specific terms without any consensus (like MTCR).

Pakistan is not comfortable with the American led organization especially in current scenario, when United States and India has relations like today (Indo-US collaborations to contain China). In this relation and extreme obsession with Pakistan, which is quite evident that India want such anti Pakistan's favor from the United States. So in the spectrum of current relation, it is highly impossible for Pakistan to show any interest to become a part of this organization.

In short Pakistan definitely face trouble in future if Pakistan join MTCR but this is not the case for NSG because there is another Sheriff "China" in NSG. US and West can't amend any clause without China's approval ;) agay aap samaj gaye hongay why Pakistan is not interested in MTCR.... nor Pakistan ever consider to join....

because Pakistan gets tech from China outside of the MTCR.

Once a country A joins MTCR, if it denies export of some tech for Country B, all countries of MTCR are supposed to deny the Country B of the same tech.

you can see why China would not be a part of that. given its record of export of tech to such nations.

China first verbally pledged that it would adhere to the MTCR in November 1991, and included these assurances in a letter from its Foreign Minister in February 1992. China reiterated its pledge in the October 1994 US-China joint statement. In their October 1997 joint statement, the United States and China stated that they agree "to build on the 1994 Joint Statement on Missile Nonproliferation."[4]In 2004 China applied to join the MTCR, but members did not offer China membership because of concerns about China's export control standards

India is in league or not .I wont claim we are this ,that ,we destroyed a superpower in Afghanistan etc.
But we have our own unique capability and advantage .We have an economy that is bigger and faster than Russia .
We are a world largest democracy and you dont know the soft power that we experiencing due that simple title .And we dont care whether US consider it or not .US is not the world .

Our neutral attitude is only thing that helps some others misadventure .But now on we wont do that .

A Pakistani should be the last one to teach Indians about the conditions in the geopolitical interests

Pakistan has fairly advanced missile programme so it makes no sense for them to join the group. Plus they have Chinese assistance with them to keep any new advancement in Indian missiles development to maintain the balance between two nations!
