Why is Indian Army friends with former militant enemies?

I was in Nagaland for two weeks and witnessed NSCN camps alomost adjacent to Indian Army bases.
Also NSCN fighters are allowed to carry weapons.

It is widely believed in Nagaland, NSCN commanders are also invited by IA to functions.

So What has made this rapprochement between IA and NSCN possible?

NOTE: BY NSCN I mean all of it's 3 factions.

NSCN lost its credibility after Indian govt gained control over the various leaders of these factions and somewhat NSCN remained peaceful for many years now..NSCN(IM) is the most powerful faction I guess...they has several bases in Mayanmar..

there is a written agreement between most of the insurgent groups of NE and GOI. they will not resort to any kind of violence and will live in pre designated camps. indian govt. will bear the cost of running those camps. this arrangement is working successfully from almost 20 years. both sides are happy. the big advantage for GOI is the nscn cadre have become habitual of city life and luxury. and the lower cadre have seen how their higher leaders have been living in big cities with all luxuries and they were rotting in treacherous rain forests. now they have become defunct and lost public support. there is peace in nagaland.everyone is leading one's life.
