Why didn't Russia take over all of the Crimea peninsula?

Yeah, took over the Republic of Crimea and the city of Sevastopol, like 99% of the peninsula, but not the tiny bit which is the northern part of the Arabat spit which is part of the Kherson oblast. There are two small villages there.

See the thin line in the northeast of the Crimea? It's called Arabat Spit. Right at the border there is a village. Locals several times moved border post, thus attempting to "enter" in the Crimea. Unfortunately, the border can not be changed simply by moving the barrier. They had to stay in Ukraine.
