Why are we buying Russian oil crude if we can’t refine it?

Excuse me PDM lot, can you please explain when we developed the refining capacity to refine Russian crude oil? I thought we could not refine Russian oil at least that’s what you all said when PTI was in the last phase to acquire it.

When did we develop the refining capacity or are we going to dump it into the sea?

Russian crude from Volga-Ural basin have high levels of paraffin and hydrogen sulfide.I suspect Pakistan plans to divert the Russian cargo to countries in Asia that can handle heavy oil, Singapore, China or perhaps India or even Kazakhstan?
