72 F-15 for $21.1bn, $293m per fighter jet
32 (40/ + 8 dual seat) F/A-18 for $10.1bn, $316m per fighter jet

If these are the costs US will be offering their Falcons or Hornets to India, heck with the US, India doesn't need them. I am pretty sure US wouldn't accept complete ToT and at best it would be the transfer of assembly line by sourcing all the parts from their home base. Also, with the kind of strings attached and if we ever wanted to go to war, there is a high probability that US would stop supplying spares and also reject supplying the components in future to build more fighter jets. Even the Gripen isn't the best option as most of its parts as sourced from different countries. Inducting 2 more squadrons of Rafales and co-develop the Kaveri GTX (which could be used for Tejas Mk2/Naval Tejas/AMCA on a later note) with the French and fast forward the development of Tejas Mk2 with the indigenously developed Kaveri engine instead of the GE 404/414 and offering the production line to private entities to increase the production rate and higher quality of production would be the best option as of now and also pushing the Russians on FGFA. The knowledge and expertise gained from developing Tejas Mk2, Kaveri GTX and FGFA could be implemented in the AMCA to make it a potent aircraft.

Still way too pricy and also strings attached. can you use them against any enemy who is ally to US. I think not.

Show me a country bought weapons with these price other than arab states may be india well corruption eat that country.

Arab and muslims the most corrupted nations iraq is an example our filthy guys stall 6-7 hundreds billions in 10 years any wonder hell no.

So why is the difference then?
These deals were worth 7 billions $ including all the extras mentioned above a few months ago and now all of a sudden it is 32 billion$ !!!!!???
But then, if ToT is involved (since it is the new policy of the GCC) it will be worth it..These are 72+40= 112 of the most advanced 4++ Generation fighter planes.. actually the F/A 18 E/F are considered 5th (or future generation due to some new technologies to carry its weapons in a stealthy way, and the F-15 QA are the same as the Saudi F-15 SA plus a newer version of the AESA radar..

why the change?? no Idea, but the F/A 18 E/F should only cost at $70 million each not $316 million

Kuwait deal ought to look like this

40 Super Hornets=$2.8 billion
spares,training, support 10 years= $1 billion
weapons package= $2 billion
