NEW DELHI: "Do one (more) Mumbai, you may loseBalochistan," was National Security Advisor (NSA) Ajit Doval+ 's near-prophetic message to Pakistan, a little under two years ago.

Little did anyone know then that Doval had just described - in detail - India's changing strategic response to Pakistani terrorism, a response that came to fruition with the Centre's September 29 surgical strikes in Pakistan+ .

That new response, "defensive offense", was described in lucid detail in a late 2014 speech the NSA delivered at Sastra University.

Was India already considering a change in strategy back then?

India no more playing 'chowkidar'

For far too long, India's response to Pakistani terror has been defensive, "like chowkidars", just preventive, the NSA said then.

Not any longer.

Unlike a purely chowkidar-like response to engaging with the enemy, and even unlike an all-out offensive response - where nuclear war becomes a possibility - defensive offence is when you go and attack the place where the offense is coming from.

That's what the September 29 surgical strikes by India on terrorist camps+ across the Line of Control (LoC) in Pakistan were - a perfect example of defensive offense.

"There is no nuclear war involved in that. There is no engagement of troops. They know the tricks, we know the tricks better," Doval said at the time.

India did, know the tricks better, that is. In strikes just after midnight September 28-29, India airdropped commandos at the LoC - from where the commandos crossed over 3 kms to the Pakistani side - destroyed 7 terrorist launch pads and killed 38 terrorists. The mission ended in a short four hours.

It was just as Doval described it: "Defensive offence is when you go and attack the place where the offense is coming from." In this case, clearly, it was across the LoC in Pakistan.

"Pakistan's vulnerability is many many times higher than (that of) of India('s). Once they know India has shifted to defensive offense they will find it is unaffordable for them. You can do one Mumbai you may lose Balochistan+ ," Doval said.

And, sure enough, PM Modi launched India's Balochistan campaign - a little before August 15, and in a blistering speech on Independence Day+ - after months of continual Pakistani interference in Kashmir.

"The time has come when Pakistan shall have to answer to the world for the atrocities committed by it against people in Balochistan and Azad Kashmir (Pakistan Occupied Kashmir),"Modi said. The PM also said that when children in Pakistan's Peshawar died in a 2014 terror attack, Indians cried. "This is our nature, but look at the other side. They glorify terrorists," he said, addressing the nation from the Red Fort.

'Pak not our well wishers'

This shift - both verbal and militarily - Doval had said should have been made a long time ago. If India had gone into even a partial defensive offense, it could have "probably reduced casualties" a lot more over the years.

"Don't buy Pakistan's argument that Pakistanis are well wishers, they are not. They will continue to bleed us with a thousand cuts," Doval had said.

Again, he was right.

Barely a week after Prime Minister Narendra Modi's surprise friendly visit to Pakistan PM Nawaz Sharif+ on Christmas day last year - seen as an act of unprecedented bonhomie on India's part - came the deadly attack on the Pathankot air force base+ .

On January 2, Pakistan-based Jaish-e Muhammad terrorists - dressed in Indian army fatigues - breached the air force station's perimeter and entered the living quarters area of the station. They killed 9 soldiers. The gun battle with the terrorists lasted days.

Then another attack on September 18, on a brigade headquarters in Uri in Jammu and Kashmir+ , led to the killing of as many as 19 soldiers.

To any comments that India might be overreacting, Doval said back then that no one should underestimate 'jihadi terrorism.'

"What makes jihadi terrorism a strategic threat? Is it really a long-term strategic threat?" Doval asked rhetorically, and answered that it indeed is.

The biggest reason jihadi terrorism is a threat is because "it's sponsored by a country which harbours a compulsive hostility towards India, and right from day of it independence, all its policies have had one objective" Doval explained.

That Pakistani objective, he said, is: India is the enemy, destroy it.

"That is indeed Pakistan's objective, let us make no bones about it."

They even present 1962 defeat to China and stale mate with Pakistan in 1965 as a glorious victory, what else do you expect from them?

Indian strategy of exporting terrorism to neighboring countries is more than half century old and hence Devil has done nothng new there. He has just taken it to the next level where even funerals are being attacked by Indian trained terrorists!

I never read in my text books or in any article anywhere that we defeated China in 1962. But as a matter of fact our text books contains truth only, so we are taught that yes we thrashed pakistan in 1965, just like in 1971.

What has actually happened during the last two years is that Doval's strategy has gone down the shit-hole and not just that. It has now backfired.

Lets analyse Doval Doctrine's effectiveness.

1) FATA was pacified, comprehensively crushing TTP led insurgency, killing thousands and displacing them into Afghanistan where they are deeply involved in internal strife with other groups.

2) Balochistan was pacified, with a Baloch Nationalist govt in power in the province. The only Balochistan movement is on twitter that too on accounts being operated from Dehli probably. In Toronto for example, if there is protest for Balochistan. Its led by Tarek Fatah (non Baloch), with only Karima Baloch and the rest are Indians holding Indian flags and anti Pak banners. If the situation was as grave as portrayed by Indian media, to deflect Indian public's attention from Kashmir's situation spiraling out of control, Pakistan would have been like Iraq or Syria.

3) Karachi situation again radically improved with Rangers operation started more than year ago, I am not saying this, our Indian friends could themselves analyse the voilence related incidents and their frequency or talk to anyone from Karachi.

4) Most important of all, Kulbhushan Yadav, a man incharge of a network of 400 people got arrested along with the entire entourage, ensuring a final nail was placed in Doval doctrine.

5) Doval mentioned causing problems for Pak in Afghanistan, yes indeed, with the backing of NDS they have managed to give safe heavens to Mullah Fazlullah, however Afghan govt itself is fighting for its survival, with Kunduz once again falling to Taliban as of now, this seesaw will continue , Urban centers will fall and then will be taken back, but it won't survive for long, just like the Soviet created national army vanished when Soviet backing wasn't there. Afghan Taliban have to be on board, just like they were in quadrilateral dialogue involving regional powers (China and US) and their support is needed to neutralize the ascendancy of IS in this region, with whom negotiations are beyond the realm of imagination.

6) Using media and deception to give a fake perception, that India conducted hoax surgical strikes (even the name isnt' correct, since no aerial platform was supposedly used), for domestic consumption. This is what happens when a religious fundamentalist cohort assumes office, they increase the expectations of their people ( just like Nazis increased expectations of Germans), and Modi regime was forced to conduct this hoax. Anyways, international media was taken there, interviewed local people, this is all over the global media , probably this has become the biggest joke in strategic circles. Questions are being raised in India itself, with media given no evidence and creating fancy stories.

7) Isolating Pakistan: China is deeply engaged in regional integration with CPEC at its core, with thousands of chinese already working across Pakistan. Russians are increasing their cooperation with every passing day, constructing $2Billion North South gas pipe line (Lahore-Karachi). They went ahead with bi lateral military exercises with Pakistan, that too in disputed Gilgit Baltistan despite Indian anti Pakistan rhetoric being ramped up post Uri attack. US State Dept snubbed India on Balochistan whining , refused to hold Pakistan responsible for Uri incident , refused to acknowledge any surgical strike took place, once again today they refused to acknowledge, warned India over revoking Indus Water Treaty and advocated exercising restraint between both countries. Turkey agreed to extend full cooperation to Pakistan on Kashmir issue and agreed to send an OIC human rights delegation to Kashmir. Iran officially asked Pakistan to join CPEC and Iranian navy vessels came to Karachi for joint naval exercise. So policy of isolating Pakistan failed miserabely, Indians might come up with SAARC incident. What international stature do Bangladesh or Bhutan possess, in international system, these countries don't matter to our foreign policy or have any impact on global events.

Overall Doval doctrine failed to achieve any objectives, is only good, through an vehement media campaign to induce hyper nationalism among Indian public.
