Payments would be drip fed in a delayed manner. For example, if any government wants to get finance for a project, first they should be asked to show they have figured out the total cost of each stage of the project. Then they must show they have found suppliers to complete this project using a transparent bidding process and have agreed the contract to the most suitable candidate on merit. These suppliers should then be contacted and the claims verified and compared to market rates.
At this point initial funding should be released to start each micro stage of the project.
At each cruicial level independent experts must come and inspect the project and confirm work is being done ot standard. If the work is completed to standard, the next bit of funds is released.
Otherwise any aid, given by anyone, is a waste of some poor mans money. Doesn't matter who's money it is, it's some tax payer somewhere who is funding that project.
Who will pay for feasibility study, PC-1 or independent experts?? BTW all these projects goes to the NAB for these things.
