Yes I saw the pic, don't judge the book by its cover.
Launching means launching in water not on land, if it is not launched on water no matter what part of the hull is completed it is not launched. There are quite a few Indian navy ships that are under construction that have majority of their towers finished but that doesn't mean they are ready to be launched.
Or give us one link that says Type 55 has launched.
