Wilders did not need to win the election because he had already set the tone of the Dutch politics. His opponent had to adjust his tone to this new reality and that was the actual victory for Wilders.

No party will work with him, nationally or locally. He does not seek to be in government, including at the local level. All he wants is a platform to loudmouth. But I suppose you know Dutch politics better than a person born and raised and living the Netherlands.
