The President of India, Shri Ram Nath Kovind inaugurated the Suresh Bhat Natya Sabhagrah at Nagpur today (September 22, 2017).

Speaking on the occasion, the President said that this is his first visit to Maharashtra after assuming the office of President. Maharashtra is the ‘karmabhoomi’ of many revolutionaries, social reformers and saints. The list of great social and political leaders produced by the state, from their many streams, is a long one and includes Shivaji Maharaj, Chhatrapati Sahu Ji, Samarth Guru Ramdas, Tatya Tope, Sant Eknath, Sant Dnyaneshwar, Sant Tukaram, Jyotiba Phule, Savitribai Phule, and Pandita Ramabai Saraswati to Gopal Krishna Gokhale, Bal Gangadhar Tilak, Dr. Bhimrao Ambedkar, Dr. Keshav Baliram Hedgewar, Acharya Vinoba Bhave, Y.B. Chavan and Baba Amte.

The President said that Maharashtra was one of the main centres of the freedom struggle. Many important chapters of the freedom movement, including the 'Quit India Movement' of 1942, were written in Maharashtra. Mahatma Gandhi regarded Gokhale as his Guru and made Wardha in the Nagpur division his work place.

The President said that Maharashtra is not only a hub of industry and business of the country but that of its culture and art as well. Mumbai is described as the economic capital of India. By linking its heritage of education and culture with trade and technology, Maharashtra is giving strength to the entire country in the 21st century. In the quest for development and economic change, we have to take care to keep our cultural moorings intact. In this context, Maharashtra is setting an example for the nation.

The President appreciated the rapid development of modern infrastructure which has taken place in Nagpur. He noted that there is a project to make Nagpur a Smart city. 'Zero Mile' Nagpur, traditionally regarded the geographical centre of the country, has the potential to become the centre of development of India as well.

Vipassana is an effective way to cleanse our mind and body, says President

The President of India, Shri Ram Nath Kovind, inaugurated a Vipassana Meditation Centre at the Dragon Palace Temple complex in Kamptee, Nagpur today (September 22, 2017).

Speaking on the occasion, the President said that Vipassana is a meditation technique propounded by Lord Buddha which helps us connect with our inner selves. It is an effective way to cleanse our mind and body and equips us to face the stresses of modern life. If practised correctly, it can provide the same benefit as that received from certain medicines. In this way, Vipassana is also beneficial for health in addition to being a meditation technique. He stated that like Yoga, Vipassana should not be seen as being associated with any particular religion. It is for the welfare of all humanity.

The President said that the ideals of Buddhist philosophy are reflected in our Constitution, especially in the stated principles of equality, fraternity, and social justice. The architect of our Constitution, Dr. B.R. Ambedkar, had said that appreciation of the democratic system was present in ancient India and its roots in our country have been strong since age-old times. In this context, he gave the example of the democratic tradition that was in practice in the Buddhist Sanghas.

The President said that the urge for social change was central to Lord Buddha's philosophy, and inspired many social reform movements in later centuries. A number of such movements took place in Maharashtra itself and they in turn set an example for social reform movements in other parts of India, especially in the 19th and 20th centuries. In today's age of insecurity, the message of non-violence, love and compassion given by Lord Buddha is extremely relevant. Earlier in the day, the President visited the Deeksha Bhoomi shrine, and paid his respects to Babasaheb Ambedkar.

The saints here are opposing the annual Ganga canal closure demanding that a minimum flow of water be maintained at Har Hi Pauri during the festive season. Citing a 1916 agreement signed between the then British government and the Ganga Sabha, they have urged the Uttar Pradesh government that a flow of 1000 cusec of water be maintained at all times at Har Ki Pauri, a historic bathing ghat.

The Ganga canal would remain closed from Wednesday night (September 27) till October 19. During the period the canals are cleaned and repair works are carried out. In a bid to undertake the work the water flow is diverted hence the lakhs of pilgrims during this time of the year don’t get a chance to take a dip in the Holy waters or witness Ganga aarti.

The maintenance work of Ganga canal is undertaken by the Uttar Pradesh irrigation department as the distribution of assets between that state and Uttarakhand is yet to be resolved.

“We have received a letter from Uttar Pradesh government about the annual closure. Hopefully minimum 1000 cusec water flow will be maintained at Har Ki Pauri keeping the fact into consideration that lakhs of pilgrims arrive here,” said Purushottam Sharma, president, Ganga Sabha.

Freedom fighter and social activist Madan Mohan Malaviya had led a protest against the move of the then British government to build a dam at Bhimgoda, opposite Brahma Kund, Har-ki-Pauri. It was feared that once the dam was constructed, the flow of Ganga, considered holy by Hindus, would be hampered and it would lose its sanctity. Malaviya had then brokered a deal between the then British government and the Ganga Sabha on how much water should flow through the dams and canals and the main stream of the Ganga so that the river’s purity is maintained. As per the agreement, 1,000 cusecs of water should flow unfettered across the ghats in Haridwar.

The saints say this clause of the agreement has been overlooked time and again and have urged Uttar Pradesh government to adhere to it.

Normally 10,500 cusec water flow is maintained at Ganga canal. Ganga Sabha has also given an option that the irrigation department could close the canal from Mayapur barrage, which is about 500 metres ahead of Har Ki Pauri.

Teerth purohit Avikshit Raman, who has been performing rituals at the Har Ki Pauri for past three decades, said that Ganga closure during peak time of Hindu festive season impacts the sentiments of saint-purohit community and pilgrims.

“UP can shift this closure phase ahead, we have been opposing this closure time during festive season. Livelihood of purhoits, pundits and traders also get affected due to closure as it is done during peak festive season,” he added.

Official say they are not doing anything new. “The annual closure is essential for maintenance of the canal and Ganga ghats. Minimum water will be ensured at sanctum sanctorum of Braham Kund, Har Ki Pauri during this closure period,” said CB Yadav, executive engineer, Uttar Pradesh irrigation department.

PM to attend inauguration of birth centenary celebration of Nanaji Deshmukh

The Prime Minister, Shri Narendra Modi, will attend the inauguration of the birth centenary celebration of Nanaji Deshmukh at IARI at Pusa in New Delhi tomorrow (11th October, 2017).

The Prime Minister will visit an exhibition on the theme "technology and rural life." The exhibition showcases over a hundred good practices and applications. He will interact with rural innovators.

The Prime Minister will offer floral tributes to Nanaji Deshmukh and Loknayak Jayaprakash Narayan.

The Prime Minister will release a commemorative postage stamp on Nanaji Deshmukh. He will launch a portal for coordination and monitoring of development works at the district level. He will also launch the Gram Samvad App which will carry information on the progress of rural development works at the Gram Panchayat level. It has been designed on the theme - soochna se sashaktikaran - Empowerment through Information. He will Inaugurate a Plant Phenomics Facility of IARI.

The Prime Minister will address an audience of about 10,000 people, drawn from Self Help Groups, Panchayats, water conservation innovators, and beneficiaries of Pradhan Mantri Awas Yojana.

PM attends inauguration of birth centenary celebration of Nanaji Deshmukh


The Prime Minister, Shri Narendra Modi, today attended the inauguration of the birth centenary celebration of Nanaji Deshmukh at IARI at Pusa in New Delhi.

The Prime Minister visited an exhibition on the theme "technology and rural life." The exhibition showcases good practices and applications, as well as schemes and initiatives of the Ministry of Rural Development. He interacted with some innovators and beneficiaries.

The Prime Minister offered floral tributes to Nanaji Deshmukh and Loknayak Jayaprakash Narayan. He released a commemorative postage stamp on Nanaji Deshmukh.

The Prime Minister launched the DISHA Portal - a smart governance tool developed for MPs and MLAs for monitoring of implementation of various Programmes and Schemes of different Ministries in their constituency through a single portal. As on date, integration of datasets of 41 programmes and schemes of 20 Ministries has been achieved on this Portal.

He also launched Gram Samvaad - a citizen centric mobile app to serve and empower the rural citizens of India, by facilitating single window access for citizens to information at Gram Panchayat level, on various Rural Development programs. The App presently covers seven programs of the Ministry of Rural Development.

The Prime Minister digitally inaugurated 11 Rural Self Employment Training Institutes (RSETI) Buildings and a Plant Phenomics Facility at IARI.

The Prime Minister addressed an audience of over 10,000 people, drawn from Self Help Groups, Panchayats, water conservation innovators, and beneficiaries of Pradhan Mantri Awas Yojana.

He said that today marks the birth anniversary of two great leaders - Nanaji Deshmukh and Loknayak Jayaprakash Narayan, who devoted their life to the betterment of the nation.

The Prime Minister said that Loknayak Jayaprakash Narayan was deeply popular among youth. The likes of Loknayak Jayaprakash Narayan and Dr. Lohia were active during the 'Quit India' movement, inspired by the clarion call of Mahatma Gandhi, he added. The Prime Minister said that Loknayak Jayaprakash Narayan was never interested in power politics, and fought corruption. He said Nanaji Deshmukh also preferred to devote himself towards rural development and making our villages self-reliant, and free from poverty.

Just having the best ideas for development are not enough, the Prime Minister said. He added that initiatives have to be completed on time and the fruits of development must reach the intended beneficiaries. Efforts have to be comprehensive and 'outcome driven', not 'output driven', the Prime Minister said.

The Prime Minister said that facilities that are associated with cities must also be made available to our villages. He said that the real essence of a democracy is Jan Bhagidari and integrating people in the development journey of cities, and villages. Regular interaction with governments is required, he added.

Noting that lack of sanitation facilities is adversely impacting the development journey of villages, the Prime Minister said that is why the Government have been working to build toilets in rural areas.

In 1943, the British hanged five residents of this village for declaring independence and forming their own government
The name of Esur village in Shivamogga district is etched in the annals of Indian history for the uprising by its residents 75 years ago against the British.

But the alleged negligence by the State government to commemorate the event is being rued now by those who had participated in the Esur struggle.

In 1942, a series of programmes were held in Esur village of Shikaripur taluk as part of the Quit India Movement. Farmers in the village had suffered loss that year due to natural calamity and refused to pay tax.

The intimidation tactics by the British administration to collect tax didn’t yield result and the farmers barred the entry of government officials to the village.

On September 29, 1942, the residents hoisted the tricolour on Veerabhadreshwara temple and declared that the village was liberated from British rule.

A meeting of villagers that was convened immediately formed its own government.

Upon hearing this, the British government sent the police to arrest those who had hoisted the flag.

A clash ensued and a policeman and a revenue officer were killed.

The additional troops sent by the British allegedly looted and plundered the village, following which the residents fled and took refuge in a nearby forest.

More than 200 people who had participated in freedom struggle in Esur were arrested, of which five, Gurappa, Jinahalli Mallappa, Suryanarayanachar, Badakalli Halappa and Gowdru Shankarappa, were hanged to death on March 8, 1943.

Anusuyamma, a freedom fighter from Esur, told The Hindu that as part of the Quit India Movement the entire village used to take part in bhajan programmes on a daily basis.

Dramas on the theme of patriotism were staged in the village regularly. “The same patriotic fervour and spirit should be recreated in the village by organising special programmes to commemorate the 75th anniversary of the Esur struggle,” she said.

N.S. Huchrayappa, a freedom fighter who was jailed for four years, told The Hindu that a pillar, erected on the outskirts of the village with names of those hanged engraved on it, is covered with weeds and the place is cleaned only during national festivals.

The Huthatmara Smaraka Bhavan, a building constructed in the memory of martyrs that was converted into an anganwadi centre later, has now become dilapidated.

In Vidurashwatha village in Gauribidanur taluk known as Jallianwallah Bagh of South India, a Veera Soudha that hosts a photo gallery and a library has been constructed to commemorate the freedom struggle. In addition to this, the Vidurashwatha also has an open air theatre and a park.

Mr. Huchrayappa has pressed the State government to develop Esur village on a similar model.

“Esur should be developed in such a way that, the spirit of patriotism should be rekindled among those who visit it,” he added.

Rededicates Thakkar Bapa Vidyala


The Vice President of India, Shri M. Venkaiah Naidu has said that Institutions like Harijan Sevak Sangh doing yeoman service and deserve a helping hand from philanthropists, corporate and other resource persons. He was addressing the gathering at an event to rededicate Thakkar Bapa Vidyalaya, unveiling the renovated Statue of Thakkar Bapa and unveil the plaque for pile foundation of Didi Nirmala Deshpande Nilayam, in Chennai, Tami Nadu today. The Governor of Tamil Nadu, Shri Banwarilal Purohit and the Minister for Fisheries, Personnel and Administrative Reforms, Tamil Nadu, Shri D. Jayakumar were present on the occasion.


The Vice President said that Didi Nirmala Deshpande, who headed this organization till her last breath, was a dedicated Gandhian, who set an example to thousands of people not only in India but all over the globe. He further said that she had participated in the Bhoodan Movement and undertook 40,000 km padayatra along the length and breadth of the country to popularize the message of Mahatma Gandhi’s Gram Swaraj. She was a true messenger of peace and also strove for communal harmony, he added.


The Vice President expressed his happiness over unveiling the plaque of Shree Geeta Bhavan Trust for their kind contribution. He congratulated all the awardees who have extended their help to revive and continue this service on the path shown by Mahatma Gandhi.


The Vice President said that Harijan Sevak Sangh and its units are participating in a big way on the Swachh Bharath Programme launched by Prime Minister. He congratulated them for taking up this noble cause with enthusiasm and vigor.


Following is the text of Vice President's address:


"I deem it a privilege and an honour to be associated with the premier Gandhian Institution, the Harijan Sevak Sangh-- the constitution, rules and regulations for which were written by Mahatma Gandhi himself in 1932. I am particularly happy to rededicate Thakkar Bapa Vidyalaya and unveil the plaque for pile foundation of Didi Nirmala Deshpande Nilayam today as it also happens to be the birthday of Didi Nirmala Deshpande, who was known to me for decades.

Didi Nirmala Deshpande, who headed the organization till her last breath, was a dedicated Gandhian, who set an example to thousands of people not only in India but all over the globe. She had participated in the Bhoodan Movement and undertook a 40,000-km padayatra along the length and breadth of the country to popularize the message of Mahatma Gandhi’s Gram Swaraj. She was a true messenger of peace and also strove for communal harmony.

I was quite distressed to know that Thakkar Bapa Vidyalaya was ravaged by floods and went under eight feet of water in 2015 and was again damaged by the cyclone in 2016. It is all the more saddening that 10,000 books on Gandhiji were destroyed in the floods. However, I am happy to know that following an appeal several people have donated books on the Father of the Nation to the Vidyalaya. I am also happy to know that the Vidyalaya’s workshop and machinery have been renovated to the maximum extent.

The statue of Thakkar Bapa, who was a close associate of Gandhiji, was also submerged and had been renovated. I deem it an honour to unveil the renovated statue. I am told that the statue was originally unveiled on November 29th, 1962.

It is indeed a matter of pride that stalwarts like Dr. Rajendra Prasad, Shri Rajagopalachari, Shri Venkataraman and Didi Nirmala Deshpande were associated with this Institution.

This Institution, which commenced as an Industrial School for Harijan boys in 1935, is now admitting students of all sections and integrating them as desired by Gandhiji, while giving priority to brothers and sisters of the community. I am delighted to know that this campus also has a school providing free education from pre-K.G to primary level, a working women’s hostel providing a home away from home and a Gandhi public library.

Didi Nirmala Deshpande Nilayam of Harijan Sevak Sangh is being built to provide accommodation to girls pursuing higher education. I am glad to know that the Sangh is helping by providing them free boarding and educational facilities with the support of kind-hearted, philanthropic persons and organizations. For a few students, boarding grant is being given by the Governmentt of Tamil Nadu. I am told that the building is planned to be completed by 2020 to provide accommodation to more than 200 girls.

I understand that there is a great demand for this hostel from the girls hailing from rural areas with a difficult socio-economic background.

I am told that the present hostel building is in a highly dilapidated condition and gets flooded even during moderate rains. Under the leadership of Prof. Shankar Kumar Sanyal, the new building project has commenced.

It gives me great pleasure to know that Shree Geeta Bhavan Trust has initiated the new building construction by sponsoring the pile foundation costing 65 lakhs. I congratulate them and I am sure that this will serve hundreds and thousands of girls in the years to come. And I am glad to unveil the plaque of Shree Geeta Bhavan Trust for their kind contribution.

I congratulate all the awardees who have extended their help to revive and continue this service on the path shown by Mahatma Gandhi .

I am told that the proposals of both Thakkar Bapa Vidyalaya and Harijan Sevak Sangh as part of CSR initiatives are under consideration of various public and private sector companies like Neyveli Lignite Corporation, ONGC, Coal India, LIC Golden Jubilee Fund, Asian Paints, RCC DIVA [Rajashtan Association], Lions Club and others. I am sure these organizations will take up the projects to help Thakkar Bapa Vidyalaya and Harijan Sewak Sangh.

As Mahatma Gandhi said ”Service to humanity is Service to God”. These institutions have been doing yeoman service and deserve a helping hand from philanthropists, corporate and other resource persons.

I also know that Harijan Sevak Sangh and its units are participating in a big way on the Swachh Bharath Programme launched by Prime Minister. I congratulate them for taking up this noble cause with enthusiasm and vigor.

Finally as an associate of Didi Nirmala Deshpande, I appeal to one and all to extend a helping hand to this great and noble institution for which Gandhiji himself has written the constitution.

"I am extremely pleased to be amidst you and inaugurate the 90th anniversary celebrations of the Andhra Chamber of Commerce.


Ninety years is indeed a major milestone in the journey of this organization which was witness to the birth of Indian Republic and many other momentous events since it was formed in 1928.


From 35 members when it was formed, the Andhra Chamber of Commerce has grown into one of the most reputed industry associations and is having 1800 members at present. Besides, 55 trade and industry associations are affiliated to it.


Friends, the world is changing at a rapid pace aided by technological and digital revolutions. Any nation unable to keep pace with the changes will become a laggard. India is at the threshold of becoming one of the major economic powers and the private sector can play a huge role in accelerating the growth and development of the country.

Address by the Hon’ble President of India Shri Ram NathKovind at the Joint Session of Karnataka Legislative Assembly and Legislative Council on 60th anniversary of VidhanSoudha

Today is a memorable day for parliamentary democracy. I address this august Karnataka Legislature as the 14th President of the Republic of India on the occasion of the diamond jubilee of the VidhanSoudha. Personally also, it is a memorable day as I took oath as President of India in the presence of both Houses of Parliament on this very day, three months ago, that is 25th July, 2017.

This is my first visit to Karnataka since accepting the responsibility of the President of India. I have come on an occasion that celebrates the democratic traditions of our country and of this state. Today, we are commemorating the diamond jubilee of the VidhanSoudha, the seat of the legislature in Karnataka. It was inaugurated in October 1956 by the first President of India, Dr Rajendra Prasad. I am humbled to be following in his footsteps. It was my privilege to have served as Governor in the state of Bihar, the home-state of DrRajendra Prasad.

It is not just the 60th birthday of this building that we are marking. This is also the diamond jubilee of the debates and discussions in the two Houses, of legislations that have been passed and policies that have been shaped for the betterment of the lives of the people of Karnataka.

We are aware of the three D’s of the legislature, that it is a place to debate, dissent and finally decide. And if we add the fourth D, decency, only then does the fifth D, namely democracy, become a reality. The legislature is an embodiment of the will, aspirations and hopes of the people of Karnataka, irrespective of political belief, caste and religion, gender or language. It needs the collective wisdom of both Houses of the Legislature to fulfil the dreams of our people.

This spirit of debate and discussion, of inquiry and of service, is not limited to simply the VidhanSoudha or to political life. It has existed in the soil of this great state. Karnataka has been known through history for spiritualism as much as science, for its farmers as much as its technologists. Its contribution to the intellectual and cultural – and ultimately democratic – heritage of our country has been enormous.

This is a land with ancient Jain and Buddhist traditions. AdiShankaracharya founded the math in Sringeri in this very state. Gulbarga is a centre of Sufi culture. The reformist Lingayat movement under spiritual leaders such as Basavacharyawas also located in Karnataka. In their own way, each of these currents has contributed to nation building.

Karnataka is a land of formidable soldiers. Krishnadeva Raya was the greatest ruler of the Vijayanagara Empire, and remains an inspiration for all Indians. Kempe Gowda was the founder of Bengaluru. Rani Chennamma of Kittur and Rani Abbakka led among the earliest battles against colonial powers.

Tipu Sultan died a heroic death fighting the British. He was also a pioneer in the development and use of Mysore rockets in warfare. This technology was later adopted by the Europeans. More recently, two of our finest army chiefs – Field Marshal K.M. Cariappa and General K.S. Thimayya – were sons of Karnataka.


This is also the seat of education, technology and science. The engineer-statesman M. Visvesvaraya was a builder of modern Karnataka and of modern India. He was responsible for major irrigation projects that continue to help farmers to this day. The Indian Institution of Science and the Indian Space Research Organisation are among so many of our crown jewel institutions that are based in Bengaluru. The dynamism of its entrepreneurs has made Bengaluru India’s IT capital. It is known the world over as the Silicon City.

Both Houses of the Legislature jointly and collectively represent the will and aspirations of the people of Karnataka. Not just that, the two Houses also represent the ideals and optimism and the energy and dynamism of the Kannadiga people. This building is a monument to the history of public service in Karnataka. A galaxy of political stalwarts has participated in the proceedings of the two Houses that meet here. They have spoken in many memorable debates.

Today’s events will honour the families of the first three chief ministers of Karnataka – K.C. Reddy, KengalHanumanthaiah and KadidalManjappa. There are so many other names we must recall and cherish –S. Nijalingappa, DevrajUrs, B.D. Jatti, who later became Vice-President of India, Ramakrishna Hegde, S.R. Bommai, VeerendraPatil, S.M. Krishna and of course our former Prime Minister and my friend, Shri H. D. Deve Gowda.

It is for the current members of the two Houses to take forward the legacy of these remarkable public representatives. It is for the Legislative Assembly and the Legislative Council to function as sacred temples of democracy, and contribute to raising the level of political and policy discourse.

A member of the House is elected by his or her voters. But once elected, the MLA or MLC represents the entire constituency, and not just those who have voted for him. The legislator equally represents those who did not vote for him or in fact those who opposed him.

A rival in an election is a political competitor and not an enemy. After the election, the competitor could become a colleague in the task of ensuring the well-being and development of a constituency or of our shared society. This is the beauty of a democratic polity that we must appreciate.

The opening of this building in 1956 coincided with the reorganisation of states and the creation of the boundaries of Karnataka state. In a sense, both these momentous happenings represented the sovereign will, the cultural and linguistic pride and the identity of the Kannadiga people. As such the people of this state are always the focal point of all our endeavours – and of all that is undertaken in this legislative building.

Having said that, Karnataka’s dreams are not for Karnataka alone; they are dreams for all of India. Karnataka is an engine of the Indian economy. It is a mini-India that draws – without losing its cultural and linguistic distinctiveness – youth from all over the country. They come here for knowledge and for jobs, and they give their labour and intellect. Everybody gains.

There was a time when Hampi, here in Karnataka, was one of the richest and greatest cities in the world. Today, as our country strives to regain its importance in the global economy and international system, once again we look to Karnataka to provide India with the enlightenment, the technology and unity of purpose to take us forward. And as representatives of the people of Karnataka, the members of the two Houses here have a special responsibility.

Legislators are both public servants as well as nation builders. Indeed, anybody who performs his or her duties with honesty and dedication is a nation builder. Those who maintain this building are also nation builders.

Those who provide it security are nation builders too. It is by the efforts of ordinary citizens, who diligently carry out everyday tasks, that nations are built. As you sit and work in this VidhanSoudha, I am confident you will never forget this and will continue to draw inspiration from it.

Let us then make this diamond jubilee not just the celebration of a proud past – but a commitment to an even greater future. A great future for Karnataka and a great future for India!
