The difference between racism and hate crime is like difference between sexual lust and rape. Sexual lust may lead to rape but u dont arrest people for that.

It's the shifting of mindset.
I have no doubt Israelis will grow increasingly fanatical over the years as the Arab population grows and the African refugees continue to arrive. Apparently, many were furious over the Supreme Courts ruling to allow African immigrants.
