This video is very old and has been discussed to death on this site, this location was levelled because it was being used by terrorists as a hideout, this is a common tactic the IA use on these scum in Kashmir. The man is a terrorist, there is nothing "innocent" about him. A few moments before he had been firing on these very troops. In an ideal world the troops would extricate him so that he can be used to gather some first hand intel but then $hit happens in the fog of war.
