A video has emerged that appears to show members of the Egyptian military shooting unarmed detainees to death at point-blank range in the Sinai Peninsula and staging the killings to look as if they had happened in combat.

The leaked video, which was posted on social media on Thursday, could undercut claims made by the Egyptian Army in December that the men were suspected terrorists who died in a fight with the military.

The video was released the same day that Defense Secretary Jim Mattis met in Egypt with its president, Abdel Fattah el-Sisi, to discuss improving their countries’ military relationship. It also comes after human rights groups accused the Egyptian military of killing up to 10 men in January in a staged counterterrorism raid in Sinai.

The three-minute video, which was released through a channel associated with the Muslim Brotherhood, appears to depict part of a raid that the Egyptian Army highlighted in a Facebook post on Dec. 6, 2016. That post included photos of three bloody men in a grassy area with rifles next to them. The post said they had been killed in a military raid on a terrorist base and an explosives storehouse.

Eight people were killed and four others were arrested, the military said on Facebook in December, as Egyptian armed forces “continued to tighten their security grip” in the Sinai Peninsula, where the country has waged a yearslong battle.

But the video shows no firefight and starts with soldiers mingling next to an armored truck in a sandy field scattered with bodies next to shrubs and grassy patches. But it does show the killing of at least three people. In one case, a soldier casually holds a rifle over a man on the ground and shoots him in the head. In another, soldiers escort a blindfolded man into the field, place him on his knees and shoot him multiple times in the head and upper body.

The pro-state Egyptian news site Youm7 called the video a fabrication carried out by the Muslim Brotherhood, which is banned in the country, and said the people in the video did not have Egyptian accents.

At one point in the video, a man off camera tells a soldier in Arabic to shoot the captured men in a variety of places. “Don’t just do the head, O.K.? Don’t just do the head,” the person said.

In addition to the three men seen killed, the video shows two men lying on the ground who were apparently in the Facebook post. The same men included in the Facebook post in December were apparently also shown in a military video shared on YouTube in November for an operation that claimed to have killed eight terrorists “during clashes.”

Sarah Leah Whitson, the executive director of Human Rights Watch’s Middle East and North Africa Division, which released a report about the January killings, said the group was investigating the latest video.

“We have not yet verified the video, and are working on it,” Ms. Whitson said in an email. “But it accords closely with our findings about other summary executions in Sinai and Cairo.”

Mokhtar Awad, a militancy expert at George Washington University, said the video was unlikely to be widely discussed on Egyptian news media because of emergency laws enacted by Mr. Sisi last week after suicide attacks by the Islamic State on two Christians churches on Palm Sunday.

“The worst thing I’ve seen before is of soldiers beating a guy,” Mr. Awad said. “We’ve never seen video from Sinai or elsewhere showing an Egyptian serviceman killing someone in cold blood.”

Together with the accusations of extrajudicial executions in Sinai in January, Mr. Awad said, it suggested “a growing level of impunity” in parts of the Egyptian military, particularly in Sinai where local emergency laws have been in place for years.

“It is a significant problem, and something that needs to be seriously addressed,” he said. “Otherwise things could head in a very problematic direction, of this somehow becoming a new normal.”

Lol fabricated... If the Gov acknowlege this conspiracy theory then they are truly in Deep shit...
First it' snot fabricated bc if it is, then it's even more scarier ... Muslim brotherhood who can get access to Armored Humvees/ rifles/ full equipement from the Army and even the luxury to film it as a hollywood scene... then THAT the most Problematic thing of this vid and not the execution...

Anyway Most of us and the Gov knows it's real... and it's not the first Time that things like that happens, I remember the vid of few soldiers beating to death a captured "alleged" Isis soldier few years back... AND it's not a suprise to no one that thing like that happens among the Armed force when they want to impose vengeance after an ISIS sniper release vid or to punish...

Now the second problem is that ISIS is getting Propaganda footage for free to use and to recrut even more... that's a circle of problems...at least when you are doing somthing like that DO NOT USE your PHONE just to show it to your stupid comrades at home or friends in front of a Chicha...
This guy should be the first to get punished by the Army for lack of duty... BAd image for an army and bad for eradicating Terros...

They are ISIS members caught in the act. Do you think that the Egyptian Army in Sinai is randomly picking up civilians and executing them for no reason? Many of the soldiers are locals from Sinai.

This action, ASSUMING that they are ISIS members caught in the act, is only a bad thing because it was filmed and went public and now is able to be used as a propaganda tool to recruit new ISIS members in Sinai and elsewhere in Egypt.

Otherwise they did Sinai, Egypt, the Arab world and the world a favor.

Never I said they are civilians...
But whatever they are or whoever they are... they should be sent to court and then to jailo r executed... why impacting a whole anti-terro agenda by bad images like that... that's a Fail and should not be redo...

Even at the Time of Calipahte ... tactics and such doing were done by "BARBARS", and those "barbars" were the EUropeans back in the day... We are better than that. ( our ancestors weren't that stupid / immoral why shoudl we today?)

I assume that those individuals were ISIS members who were caught in the act on the battlefield after being disarmed. They were not taken out from their houses/hiding places at night and executed. Nor did they surrender willingly on the battlefield or outside of it.

Look in an ideal world they would be caught, transferred to a local prison and afterwards they would face a judge (non-corrupt) in a court. I am not familiar with the Egyptian court system (not a lawyer nor from Egypt) but if it is anything similar to the usual Arab/Middle Eastern court (which I have no reason to believe it is NOT), there are many potential negatives with this solution as well despite it being hailed as a "civilized" solution. Look no further than Iraq or even KSA where this "civilized" approach was used on steroids (luxurious prisons, I would not even call it that with swimming pools, education, internet access, recreation areas etc.). Yet despite this some of those former inmates in that prison are now members of AQAP and planning attacks against civilian Yemenis, Saudi Arabians and the armies of both nations.

So that is why I believe that if ISIS members or other terrorists are caught in the act on a battlefield, they should be prepared to face the consequences. Especially in a war zone like Northern Sinai.

It's not about being better or worse. It's about being clever and saving the resources, time, money and potentially human lives instead of following all the rules in the book from top to bottom.

Also obviously this becomes a problem if it is done on a systematic basis and in a very lax way. There must be no doubts and obviously it should not be filmed.

Honestly, and let us be honest with ourselves, if those people were ISIS members caught in the act on a battlefield (after killing Egyptian soldiers and civilians shortly before) and they were killed this way (no torture and no prolonged deaths - quick and efficient) nobody here would cry. It's only because this was filmed and there is an element of doubt that there is cause for concern.

Now ask yourself this Q... If killing like that with no trial... How can you be sure those soldiers will ONLY kill an ISIS soldier? With this Vid with no trial, we can't be sure... It could be someone who never took arm against Egypt Army but HAD helped by Hiding them, or giving them arms or giving them soldier position or just HAVING sympathy to those Terro WITHOUT joining them or helping them on ground.

YOu see killing without trial is not a solution, it wasn't one, is not one and will never be one. it will only put and push ppl to do things whatever by joining the enemy or not.

Trials are meant for that. Ofc Egyptian court is not FAIR ( Like with mubarak and so on) but at least it will go throu one. and AS A muslim you should knwo that everyone has a right to be judged EVERYONE.

In the End, I will not fall to the same lvl as those terro just bc I am fighting them or I hate them. EVEN at the time of the Jahileya they had trials...

PS: As for should we kill them on the battlefield. the Answer is YES. if you happen to kill them and had no other choice then it's ok... but Capturing one then parading him around the village, and then executing him... is in no way better...
And if he was captured it means that he was hiding or surrended ( whatever by hisown will or by force)...

This is why I wrote in detail why I would only be a proponent of extrajudicial killings if the killed terrorists are caught in the act. As in after killing combatants/civilians on the battlefield or outside of it.

Let's say that you are a commander of a unit that spots a terrorist sniper that is about to shot a colleague or a civilian or more civilians. Do you try to apprehend him without killing him or do you neutralize the danger as soon as you see it?

Other than that you raise valuable points that I agree with. Which is also why I only agree with such kind of actions if they are caught in the act on a battlefield. Which is why I gave the examples of this not being right if they had surrendered before fighting erupted, if they were caught outside of the battlefield during the night for instance.

Anyway in general I would be against even this but we are talking about ISIS here. Khawarij. They have caused enough of suffering and destruction. They are different from other terrorists and cannot even be reasoned with. They have zero credit too. Europeans in the recent era never faced such an enemy. ETA, IRA and others did not act like that. So they could be dealt with differently.

Anyway I am just telling you that even the "civilized" way is not always the best solution what then? Continue through the same path and in return loss more innocent civilians, soldiers, waste more resources and time? Look at the example of ISIS in Iraq. If al-Baghdadi and other top leaders had been dealt with as they should there would not be ISIS the way we know it today and they would certainly not have done what they have done to the same extend.

It's always for me a mistery how a 450K soldiers with Full scale Def equipment can't get ride of few thousands ISIS militans.
And remember that's they ARE NOT inside big cities in center Egypt... but in the DEsert/Holes/villages in the Sinai, lost in the desert.

It remind me of Anwar Al Sadat and Mubarak tactics of using the Terro situation to keep the $ flowing into the military... and I'm pretty sure Sissi is in the same optics. Very undisciplined army. Such type of operation always under strict media control. In Pak army did lots of operation against terrorist in FATA. Not a single video ever leaked or someone allowed to make. Specially , such type of operation in Egypt where terror network is not broke yet.

In Egypt, every member of the military must serve some time in Sinai, so no, not "Many of the soldiers are locals from Sinai." since Sinawis are a but a fraction of the Egyptian population. Second, if you're against ISIS' barbarity then you must be consistent with it, you don't hate their acts and methods because you hate them, you hate them because you hate their barbarity, it is not personal, that is what I'm assuming.

So it's only natural that you will be consistent enough to be against these kinds of actions regardless of the perpetrators, wither Alhashd alshabi, Hezbollat, IRGs, Houthis, or the Egyptian army.

If Saudi soldiers did this you would see it on all news media throughout the world, but because of such bias you won't see it with this one.

There will always be people in a country of this size (90 million +) that will disagree with certain politics and Al-Sisi like any dictator in the region will do everything in his power to have his way. It is no different in KSA.

When has Al-Sisi ever ARMED Al-Assad? Where are the proofs of this? I am yet to see any other than rumors and conspiracy theories. If that is the case I will of course condemn this strongly.

Here is an example, Aya Hijazi had been incarcerated for 3 years because she started an organization to help street kids.

Minutes after the sisi and Trump meeting, the Egyptian esteemed "courts" freed her.

Well, Al-Sisi (the person) might not be the most popular figure but I would not say that he is hated nor would I ever compare him with the likes of Al-Assad and the Mullah's. That's just ridiculous, no offense.

They all support Alassad, they all killed peaceful protesters, so logically speaking, they are guilty of the same crimes.

Also if the Al-Sisi regime was such a horrible regime why is KSA one of Al-Sisi's main allies? Why are we tolerating him unlike the Mullah's and Al-Assad (an old friend of King Abdullah)?

It's not like the alternative (Morsi) was a billion times better. The same Morsi that tried to normalize relations with the Mullah's and the same Mullah's who initially supported him. Nor where the MB innocent during those protests. Far from it.

I don't care about the MB or Morsi, and we are living in the world of today, and the assuming that the leadership of Egypt is either Sisi or MB is also fallacious, and is something that I don't agree with.
