I dont think most Indian members do that.. If I was to do what you say we do , I would do it the following way
As per UNDP, no. of rapes per 100,000 population in India is 1.8
As per SATP.Org, no. of terrorist related deaths in Pakistan per 100,000 population is 3.38
So getting killed in terrorist incident in Pakistan is 1.9 time more probable than it is to get raped in India..
I dont think anyone has put it like this so far on this forum... See what I mean...

I suspect this index has to be refined in the following lights
1. gang rapes need to be counted as multiple incidences - one rape for each rapist on one victim, 2 rapes for the second rapist on the same victim and so on
2. rapes to be age-categorised
3. rapes to be graded on degree of brutality
4. rapes to be combined with homicide as one index
5. rapes that involved foreign victims
Then the statistics will not be looking the same for india
