US says no ‘decisive’ change in Pakistan’s behaviour despite aid freeze

WASHINGTON: The US has not seen a “decisive and sustained” change in the behaviour of Pakistan, even after the Trump Administration announced a $2 billion security assistance freeze to Islamabad nearly two months ago, a senior American official said on Tuesday.

”We’ve not seen decisive and sustained changes yet in Pakistan’s behaviour, but certainly we are continuing to engage with Pakistan over areas where we think they can play a helpful role in changing the calculus of the Taliban,” said Alice Wells, Principal Deputy Assistant Secretary of State for Alice South and Central Asia.

Briefing reporters on the just concluded Kabul conference in Afghanistan, Wells said Pakistan has a very important role to play in the Afghan peace process.

“We believe that Pakistan can certainly help to facilitate talks and to take actions that will put pressure on and encourage the Taliban to move forward towards a politically negotiated settlement,” Wells said in response to a question.

“And our engagement with Pakistan is on how we can work together, on how we can address Pakistan’s legitimate concerns and Afghanistan’s stability through a negotiated process as well,” she said.

”Pakistani officials have underscored, they see a variety of issues, whether it’s border management or refugees or terrorism that emanates from ungoverned space in Afghanistan, as important issues, and we would agree that all of these need to be resolved during the course of a reconciliation process,” Wells said.

Pakistan has concerns over border management; over the Tehreek-e-Taliban Pakistan’s presence in ungoverned space in Afghanistan; refugee concerns, she said.

Noting that the Afghanistan-Pakistan relationship is quite important, she said the US is supportive of the efforts to improve the bilateral relationship.

The two countries have exchanged visits over the last several months to establish a framework agreement, to enhance the bilateral relationship.

“We support that and think it’s important,” she said.

The Trump Administration, she said, believes that the intensified efforts under the South Asia strategy to put military pressure on the Taliban are important, that these military efforts help shape the conditions for talks and help to underscore that there is no military victory for the Taliban, that ultimately their legitimate grievances will have to be addressed at a negotiating table.

“We’d like to see them come to this table sooner rather than later.”

First, it's a bit too soon to expect huge strides. Pakistan also needs to come with a plan in 3 months to avoid blacklisting within FATF. Wait and give them some time.

On the other hand, what else could the U.S. do to exert more pressure and thereby change? What is within our basket of tools? I can think of a few. The most important tool IMO is IMF I'd suppose.

You could use all the tools u want but don't forget that Pakistan also has too many tools available to them so u need be careful on how to deal with us... so many things can be done by Pakistan like, stop air and ground supplies routes.. not negotiate or something... many other things...

Last time we brougt them on Table,there was strong opposition against Table talks within Taliban ranks,but still Mullah Mansoor did went for talks and US killed him.Very low chances that Taliban would take risk of talking.

And they weren't present before your entery,it's highly unlikely that you would do anything against which you created or atleast your staunch allies did so,with your support.

Pakistan's stand is on principles and only fools call it behaviour.
Retards of whitehouse should understand the world is changing; what they wish could not be fulfilled.
It is not 1980, we are not going to fight US war. We are cleaning our house. US should leave Afghanistan as occupation force for the sake of regional peace.
17 years are more than enough for a world power equipped with state of the art military hardware/air force to clean the handful of miscreants but the world superpower failed miserably.

What I'm discouraged by here is every time a conversation comes up or a topic is added around Pakistan and it's bane around terror support/finance. Less than 1% of Pakistanis actually want their government and military institutions to change course. Rather the 99% of Pakistans here want to double down. ESPECIALLY those who are expats living in the lap of luxury in a western civilized country. Boy, are they all for Pakistani citizens to take it to the man- while enjoying their freedoms, security, and lifestyles in our countries. This is not directed at you for the record, just a general observation.

every action has it's own reaction.

If you see the history of US-Pak relation so you will know exactly what happend. Whenever pakistan needed the US most, US didn't come to rescue us. Remember 1971? When USSR was massively supporting india then US left us infect denied to give us weapons F-16 etc, So on and so on. And again US is doing the same because when pakistan supported US against Al Qaida and US acheived the objectives in which the main objective to save US land from terrorists attacks after this now once again US wana see us in troubles. So on so on. But you should not be disappoint here on PDF because most of people here neither belong to pak establishment nor belong to pak govt. We are enjoying the freedom of speech that's it.
