Washington, May 22 (CNA) Two more members of the U.S. Congress expressed their support for Taiwan Wednesday over the tension triggered by the fatal shooting of a Taiwanese fisherman by a Philippine government vessel earlier this month.

In a letter to Philippine Ambassador to the United States Jose Cuisia, Republican Rep. Ron DeSantis of Florida urged Manila to work with Taipei to expeditiously and peacefully resolve the issue to the satisfaction of both parties.

"Therefore, I urge the Philippine government to sincerely respond to the requests of the Taiwan government to provide appropriate compensation for the victim's family based on humanitarian grounds, conduct a thorough investigation into this incident and cooperate fully with the Taiwanese investigators to ensure accountability, and work together on a fishery agreement in order to avoid tragedies like this from happening again," DeSantis said.

"Finally, in order for both countries to move forward, your government should make an official apology to both the Taiwanese people and to its government," he added.

Rep. Howard Coble, another Republican elected from North Carolina, meanwhile, wrote a letter to President Ma Ying-jeou in which he expressed his condolences to the family and friends of the dead fisherman, 65-year-old Hung Shih-cheng.

"A government vessel's shooting of an unarmed fishing boat is an act of violence and in violation of international law," Coble said.

"I support your government's efforts to ask the Philippines to respond to the requests of the Taiwanese government to apologize, punish the perpetrators, and provide proper compensation to the victim's family," he said.

The fisherman died when a Philippine Coast Guard vessel strafed his boat May 9 while it was operating in waters where the two countries' exclusive economic zones overlap.


Manila, however, said the killing was "unintended."

To show its dissatisfaction with Manila's lack of sincerity in handling the matter, Taiwan imposed a series of retaliatory measures against the Philippines last week.

Over the past week, many members of Congress have spoken up for Taiwan over the incident.

They include Rep. Kerry Bentivolio (R-Mich.), who wrote to the Philippine ambassador May 17; Rep. Scott DesJarlais (R-Tenn.), who wrote to Ma; and Rep. Robert Brady (D-Penn.), who wrote to both the president and the ambassador.

Rep. Steve Chabot (R-Ohio), Eni Faleomavaega (D-American Samoa) and Matt Salmon (R-Ariz.) have also issued statements in support of Taiwan.

The killing of a Taiwan fisherman during an attack on his boat by a Philippine government vessel is beginning to receive greater attention abroad, according to the ROC Ministry of Foreign Affairs May 22.

“We have received support from U.S. and EU lawmakers, with a series of reports on the case carried by the mainstream international media,” a MOFA official said.

The official made the remarks following the release of additional evidence exposing the truth behind the May 9 fatal shooting of Hong Shi-cheng during an attack by a Philippine government vessel on ROC-registered Guang Da Xing No. 28 in overlapping exclusive economic zones between the two countries.

U.S. Sen. Ben Cardin, chairman of the Subcommittee on East Asian and Pacific Affairs of the U.S. Senate’s Committee on Foreign Relations, issued a statement May 21 conveying his condolences to Hong’s family and urging the Philippines to cooperate with Taiwan in investigating the incident.

Randy Schriver, former deputy U.S. assistant secretary of state for East Asian and Pacific affairs, also made similar remarks in his commentary published May 20 by Washington, D.C.-based Nelson Report.

“At this juncture, there is an urgent need for meaningful bilateral discussions between the governments of the Philippines and the ROC,” Schriver said.

“I have every reason to believe President Ma [Ying-jeou] and his team are capable in engaging in the same kind of diplomacy which brought them success with the [Shinzo] Abe government in Tokyo.”

U.S. Rep. Ed Royce, chairman of the Foreign Affairs Committee of the House of Representatives, said in a May 20 statement that the Philippine government should apologize to the ROC government and its people, as well as provide compensation to victim’s family. U.S. Rep. Judy Chu also condemned the violent act by the Philippines.

These statements are in addition to those of U.S. Reps. Kerry Bentivolio and Scott DesJarlais May 17; Robert Brady May 16; and Steve Chabot, Eni Faleomavaega and Matt Salmon May 15.

“I urge the Philippine government to fully apologize, provide appropriate compensation for the crewman’s family, and conduct a thorough investigation of this matter in order to ensure accountability,” said Salmon, chairman of the House Foreign Affairs Subcommittee on Western Hemisphere.

In the EU, Georges Dallemagne, co-chair of the Taiwan Friendship Group in the Belgian Chamber of Representatives, issued a statement May 21 expressing condolences to Hong’s family and his hope for fishery negotiations between Taipei and Manila to begin as soon as possible so as to prevent similar tragedies from occurring in the future.

Charles Tannock, member of the European Parliament and chairman of the EP-Taiwan Friendship Group, issued a statement the same day on behalf of the group strongly condemning the attack and fatal shooting.

“Nevertheless, once the facts are clearly established, full compensation must be paid to the family of Mr. Hong and the owners of the vessel, and all of those responsible for giving the orders to open fire on the fishing vessel be brought to criminal justice,” Tannock said.

Polish MEP Michal Kaminski said it seems clear that the vessel belonging to the government of the Philippines was violating international law.

“Shooting unarmed civilians can never be justified as an act of self-defense as it was claimed by the Philippine authorities,” Kaminski said.


The international media also chimed in on the unfortunate incident, with Agence France-Presse reporting May 21 that Taiwan released the satellite record of the route of the fishing boat, rebutting the Philippine government’s claim of its trespass into territorial waters.

Bloomberg ran a report the same day on the incident titled “Taiwanese Crew Hid to Escape Hail of Philippine Bullets” based on a May 19 interview with Hong’s family and surviving members of the crew.

From May 21 to 22, the MOFA said, more than 30 reports were run by news outlets such as AFP, El Sol de Mexico, European Business Review, Telam, Philippine Daily Inquirer, South China Morning Post, The Manila Times, The Straits Times, and Voice of America. (RC-JSM)"

Washington, May 24 (CNA) Echoing several of his colleagues, U.S. House Representative Blake Farenthold (R-Texas) has issued a formal statement urging the Philippines to answer Taiwan's demands regarding the fatal shooting of a Taiwanese fisherman by a Philippine government vessel earlier this month.

In the statement released Thursday that was listed as a congressional record, Farenthold described the shooting of the unarmed fishing boat as an act of violence in violation of international law.

"Therefore, we call upon the Philippines to promptly and sincerely respond to the requests of the Taiwan government to apologize, punish the perpetrators and provide proper compensation to the victim's family based on humanitarian grounds," he said.


Hung Shih-cheng, a 65-year-old Taiwanese fisherman, was killed May 9 when his boat was strafed by a Philippine government vessel in the two countries' overlapping exclusive economic zones.

Disappointed with Manila's lack of sincerity in handling the matter, Taiwan imposed a series of retaliatory measures against the Philippines last week.

In his statement, Farenthold also called for Taiwan and the Philippines -- both of which he described as close and longstanding allies of the U.S. -- to work together for an immediate and peaceful resolution.

"The circumstances that have given rise to such an incident must be addressed so as to guarantee as much as possible that such an incident will never happen again," he said, noting that eventually the two parties will have to negotiate for a bilateral agreement or treaty on fishery affairs.

Farenthold is a member of the Congressional Taiwan Caucus at the House of Representatives. A caucus co-chair, Republican Rep. Mario Diaz-Balart of Florida has also issued a statement to voice his condolences to Hung's family.

Diaz-Balart also expressed hope that the incident will promote talks on a fishery agreement between Taipei and Manila.

Meanwhile, two other U.S. congressmen wrote letters to Philippine Ambassador to the United States Jose Cuisia in which they called for the signing of a Taiwan-Philippines fishery accord.

In his letter dated May 24, Republican Rep. Dennis Ross of Florida, also a member of the Taiwan Caucus, urged Manila to conduct a thorough investigation into the strafing.

The letter from Republican Rep. Kerry Bentivolio of Michigan was his second since last Friday, in which he again urged Manila to respond to Taiwan's requests, which include extending a formal apology, compensating the victim's family, investigating the incident and starting fishery talks.

The congressman noted that a recent fishery agreement between Taiwan and Japan could serve as a model for resolving such disputes."

There are extreme cases where members behave extremely unprofessionally and they clearly need to be restrained. If this nonsense keeps up, I'll take my threads elsewhere for a few months (or year) until Zero-wing's conduct is restrained on this forum.

People that post high-school taunts repeatedly (and I'm talking about his last 30 posts that I've read in different threads) should not have complete freedom to repeatedly disrupt long-time members' attempts to have a professional discussion.

Actually just by looking at the design and specs of the two vessels alone, anyone with the minimal marine/military knowledge know that the claim of self defense will not stand. How the delegates of the Philippines government make such claim and voice it so fast after the incident is very...............interesting. They are suppose to be professionals.
It is Mr. Zero_wing's right to believe that all suspected poachers should be shot, I would like to see if Philippines government spokesperson will make such statement in a international media conference.

And to both sides of the debate: please show some self respect and stop calling names.

Finally a reasonable rational person thank god! I was beging to think that all chinese are just stupid thanks for proving me wrong this one of this things that i love being wrong about. Anyway we are still waiting to the final NBI investigation the issue was just use as political mileage by the Taiwanese President its darn shame really that he did otherwise it will not be so horrible and those people those poor people would not get hurt and those stupid demands i think i forgets that his country success done because of foreign workers mostly filipino workers it would hurt them more than the Philippines since this people can find work anywhere anyway it would be over soon i hope this teach both side something its just too bad someone dead but still defend the sovereign rights of the Philippines is important my sympathies the dead man
