US focuses on balancing trade with Bangladesh, finds industries role in defence sector

The new US administration is now focused on exporting more to balance the trade that tilts heavily in favour of Bangladesh and sees its role in all sectors including defence and security.

Regional Manager from the US Department of Commerce’s Advocacy Center Malcolm Burke told bdnews24.comAmerican technology and materials can play a role in keeping Bangladeshi peacekeepers safe.

He said the US industries also want to be part of the China’s 'one-belt, one-road' initiative to help countries avoid future “embarrassment”.

“US exporters are keenly interested in the Bangladesh market, across all industries,” he said, as he came to Dhaka to attend the 25th US trade show that began on Thursday.


“In the defence and security sector, there are numerous opportunities for American firms to provide their peerless technology to support Bangladesh’s security, and its renowned peace-keeping activities.”

Referring to the reports of four Bangladeshi UN peacekeepers getting killed in an explosion in central Mali, he said, “US technology and materials can play an important part in keeping Bangladeshi soldiers safe, while they help keep peace.”

“In this way and others, I see great opportunity for US industry in Bangladesh and look forward to a growing commercial relationship in the years to come," Burke added.


The new US administration is focusing on businesses across the world as President Donald Trump came to power with his slogan ‘making America great again.’

Burke’s role is to help US companies export to markets in South and Southeast Asia.

The two-way trade crossed $7 billion mark which is mostly Bangladesh’s exports of apparel products.

“The strength of apparel market will remain the same. But we like to see more GE investment in the power sector [in Bangladesh], more LNG investment in powering Bangladesh’s economy and even in areas like satellite technology and defence sector.”

The regional manager said in Washington they are looking at market to see the US position in terms of balance of trade and “what are the opportunities of the US industries that may have been overlooked, may continue to be overlooked for whatever reason and exploit the opportunities to balance the trade".


“It’s win-win,” he said, because with this “we are ready to provide what you need.”

About the China’s one belt, one road initiative with which Beijing is investing in the region, he said the initiative is “understandably attractive, and could, in fact, provide certain economic benefit to participating nations.”

“However, if those nations wish to avoid potential future embarrassment, they should consider a “belt and suspenders” approach to their sovereign infrastructure, by including US industry, among other players, in their development,” he said.


“Belt and suspenders” is a folksy US term used to describe a redundant system - one that nearly guarantees a person’s pants won’t fall down.

For instance, he said, American LNG can certainly play a role in the mix in securing energy supply for Bangladesh’s future.

“Not just to go with Chinese and Indian solutions and make Bangladesh potentially vulnerable, but to broaden your energy mix.”

He met the state minister for energy, spoke about the issues and learnt that Bangladesh is also focusing on other avenues of power such as nuclear and solar.

“I am just here to remind Bangladesh and to encourage your industry that the US industry is there too and can provide both technology and fuel for that sector,” Burke concluded.

It is great to read that Uncle Trump has finally found a true and reliable friend called Bangladesh. I am personally happy to see about the US interest to provide technology in the sectors mentioned above.

Bangladesh proposes FTA talks with US

Bangladesh being denied GSP and duty-free quota-free market access now seeks a free trade agreement with the United States as it is graduating to a middle-income country.

“I would like to propose an FTA between Bangladesh and the United States as we are not getting duty-free quota-free access,” Commerce Minister Tofail Ahmed saidon Thursday, inaugurating the 25th US trade show.

He argued that Bangladesh was supposed to get the duty-free facility when it was LDC.

“When we are graduating we don’t expect that. We are planning to have the FTA with many countries in the world,” he said.

US Ambassador Marcia Bernicat, who was present during the event, later told journalists that by this proposal the minister has shown “real vision” in talking about where the trade relations need to go when the two mature economies are trading.

“It’ll take several years [FTA talks]. But why not get started now on framing what the FTA would look like.”

Bangladesh does not have an FTA with any countries in the world.

The commerce minister said this year they will complete an FTA with Sri Lanka.

“Thailand also proposed FTA. Malaysia also proposed,” he said, adding that Bangladesh is also in talks with Argentina and Brazil for FTA.

He also invited the US investors to come and invest in the special economic zones. “Our FDI policy is liberal,” he told them.

The last US administration suspended Bangladesh’s GSP privileges on the ground of factory safety and labour rights issues.

Commerce Minister Ahmed earlier on Wednesday in an event said Bangladesh is not expecting GSP programme back “because whatever progress we make they are not going to give it back”, indicating that Bangladesh fulfilled all conditions in the action plan rolled out by the US to get the privilege back.

Bernicat last year said Bangladesh’s duty-free quota-free market access to the United States is “extremely unlikely” as it requires a multi-country trade agreement and fulfilling the conditions of the GSP standards.

She said so far the US had offered the access to two “multi-country” trade agreements -- one is to the poorest region Sub-Saharan Africa and the other for the Caribbean.

Third would have been the TPP, but that has been suspended by the new President Donald Trump, she had said last year.

The American Chamber of Commerce in Bangladesh or AmCham with the support of the US Embassy in Dhaka has been hosting the trade show since 1992 when the bilateral trade was only $1 billion. The two-way trade is now over $7 billion.

More than 150 American companies represented by 43 exhibitors from home and abroad will exhibit their products in the three-day show at the Pan Pacific Sonargoan Hotel. The companies range from agricultural products, consumer goods to car makers.

The US Embassy also opened a booth with the representatives from the USAID, Education USA, US Department of Agriculture, consular affairs team and the commercial section.

The show will remain open for visitors from 10am to 8pm. The entry fee is Tk 30 per person. But students in uniform or identity cards are exempted from entry fee.

Bangladesh should encourage more software development outsourcing and exporting leather goods to USA. Bangladesh should train most of the young graduates with emerging techs like AI, machine learning, deep learning, Big Data, Cloud Computing, Blockchain etc. I believe Trump will be happy to divest from India.

FTA is always beneficial when you have a trade surplus with a country. USA only export close to a billion dollar of merchandise and most of them are capital machineries which by itself does not have any import duty. NBR will loose some import duty from Boeing yet Biman the government company will benefit most.

Besides none of American products are direct competitor of our domestic products. So our industry has nothing to loose.
Our main compulsion of not having FTA is that govt main source of revenue is from import duty. They dont want to loose it.Thats all.

FTA is always beneficial when you have a trade surplus with a country. May be for girls, but for boys, it's too girlish, too pinkish. I have interest in flags and sometimes I draw my own flags. My favourite colours are maroon/red, black, navy blue and dark green.

Bangladesh is ‘important partner’ in US’s Indo-Pacific strategy: Lisa Curtis

Lisa Curtis has termed Bangladesh an “important partner” of the Indo-Pacific strategy of the Trump administration and said Washington would stand by the country to resolve the Rohingya crisis.


The deputy assistant to the US president and senior director for South and Central Asia at the National Security Council also says the US administration will continue to press Myanmar to create conditions so that Rohingya people can return back home safety and security.

She concluded her three-day visit on Sunday after meeting Foreign Minister AH Mahmood Ali, Prime Minister’s Security Affairs Adviser Tarique Ahmed Siddique, International Affairs Adviser Gowher Rizvi and Foreign Secretary Md shahidul Haque, among others.

She has also visited Cox’s Bazar to get the Rohingya victims’ account of atrocities committed in the Rakhine State by Myanmar military.

“We will continue to work with Bangladesh and help to support the Rohingya people and press Myanmar to create condition safe to their return. This is a priority of the US administration,” she said, after her meeting with the foreign minister on Sunday.
She also said Bangladesh could be a “model” in the world on how to deal with such humanitarian situations.

“The United States is looking towards having a broad-based and strong relation with Bangladesh. We have so many other issues. Bangladesh is an important partner of our Indo-Pacific strategy. We want to work together,” she said.

Curtis did not elaborate on the Indo-Pacific cooperation during her short remark to the waiting journalists.

The foreign ministry later in a statement said focusing on President Trump’s National Security Strategy, Curtis, during the meeting with the foreign minister, highlighted the Indo-Pacific Strategy of the US Administration.

She said that “US’s eagerness to further deepen its engagement with Bangladesh, as the country, is a vibrant democracy with the impressive economic growth.”


The senior officials of the Trump administration have been speaking about the Indo-Pacific region from the beginning.

To them, it means a region stretching from the US West Coast through the Bay of Bengal. This region represents more than half the global population and more than half of the global economy.

The US is one of the leading trading partners for the region and is also a major donor and investor, both through its private sector companies and through its role as the largest or co-largest individual shareholder in both the World Bank and the Asian Development Bank.

From a security standpoint, the Indo-Pacific is the region in which the United States has its longest maritime border, several long-standing treaty allies, as well as being home to its Pacific fleet, one of the most advanced naval units in the world that has conducted countless joint exercises with like-minded countries and trainings for nearly every military in the region, according to Deputy Assistant Secretary of State Dan Rosenblum.

“In short, we are committed to this region because we are a part of it and because we have a major stake in its success,” he had said during his visit to Dhaka in January.


Rohingya issue now part of US policy discussion


The foreign ministry said ongoing Rohingya issue 'featured prominently' in the meetings during Curtis visit.

The foreign minister said that the relationship between Bangladesh and US is getting “stronger and expressed Bangladesh government’s gratitude to the US government, President Trump and its people for strong political and humanitarian support towards Bangladesh in addressing the crisis”.


In this regard, he urged the US side to continue playing a strong role in the United Nations Security Council.

He also emphasised the sustained pressure by the international community including the US on the Myanmar government to create a safe and secured condition in Northern Rakhine for the safe and sustainable repatriation of Rohingyas to their homes.

Curtis assured that “Rohingya issue is now a part of the US policy discussion and it will continue the pressure on Myanmar government for their safe and dignified return”.

Praising the role played by Bangladesh Military in humanitarian response to the Rohingyas, Curtis expressed deep condolences for the death of four Bangladeshi UN Peacekeepers in an explosion in Mali last week.

On the return of the killers of Father of the Nation Bangabandhu Sheikh Mujibur Rahman, Curtis informed that she would convey the message to the concerned high authorities in Washington.

Free, fair elections

On a query from Curtis, Foreign Minister mentioned that Bangladesh government is committed to a “free, fair and participatory election”.

She emphasised “multiple party” participation in the general election.

“The Foreign Minister agreed with her and informed that the election would be free, fair and participatory, and observers from different countries including the US are welcome as well to observe the election.”

Rohingya camp visit

She shared her experience of visiting Cox’s Bazar and getting the victims’ account of atrocities committed in the Rakhine State during her meeting with the foreign secretary on Saturday night.

She mentioned that the Rohingyas wanted to go back to their homes in Myanmar if the conditions are safe.

Curtis assured the Rohingyas that “they won’t be forgotten”. She deeply appreciated Bangladesh’s role in sheltering the persecuted Rohingyas and providing necessary support to them.

She also mentioned that US would “remain with and stand by Bangladesh” in resolving the crisis and offered further US assistance to deal with the upcoming challenges, especially when the monsoon is approaching soon.

She discussed the prospect of strengthening bilateral cooperation in the areas of defence and security during her meeting Security Affairs Adviser to the PM Tarique Ahmed Siddique.

She left Dhaka Sunday evening.
