That is well a failure because Russians and Chinese can easily destroy American Satellites.
They have that capability pre-built to counter this American threat.

One of the suspected tasks of the X-37B spaceplane is to test evasive maneuvering engine technologies. In the past this was simply impractical due to the problem of minimizing launch weight. However with the increase in payload weight at less cost with launch vehicles like the Falcon9 and Falcon Heavy the US military sees a big opportunity to make satellites more survivable.
