No if it got nine votes the resolution would have been adopted. However, the US being a permanent member of the SC has the power to veto a resolution. So, no it still would have been canned.

I don't think any of the nations supporting the resolution thought it would be adopted and implemented. The result is still marginally in the Pals favour in terms of PR, the Israelis are still seen to be unwilling to compromise and commit to a peace process while the US appears to be supporting occupation.

The US indicated that they are prepared to support a similar resolution if there is less bias.

But what that actually means is up in the air. What the US may view as neutral the Pals and Arab states may see as completely in Israels favour.

After 50 years they are unable to show any signs of advancement. You become a nation when you act like one and Palestinians behave like rodents.

Resolution actually had more concessions from Palestinian side. There is no bias here, most of it is biased towards Israel. However, US can't decide on its own. Jewish influence is sky high and nothing can oppose it.
