CHAMP payloads are scalable and can be packed in different types of delivery systems. The effector, a coil and capacitor, are designed to release very high electromagnetic peak power at a very short time, disabling electronic equipment without causing any damage to other infrastructure.

One of the displays at the Pentagon Lab Day yesterday was the Air Forces’ Electro-Magnetic Pulse (EMP) weapon developed by Boeing under the Counter-electronics High-powered Microwave Advanced Missile Project (CHAMP). AFRL has tested the weapon in 2012, using an AGM-86 Conventional Air-Launched Cruise Missile used as a surrogate vehicles the Air Force has now selected the stealthy, long-range Joint Air-to-Surface Standoff Missile (JASSM-ER) as the optimal air vehicle to carry the CHAMP weapon.

The research laboratory tested the counter-electronics device on the cruise missile at a military test range in Utah, where it successfully shut down a room full of computers. The effect similar to the electromagnetic pulse from a high-altitude nuclear explosion.

Major general Thomas Masiello says the technology, which fries electronic equipment with bursts of high-power microwave energy, is mature and will be miniaturised to suite the JASSM-ER.

“The capability is real … and the technology can be available today,” The Air Force Research Laboratory commander Maj. Gen. Tom Masiello said. “That’s an operational system already in our tactical air force,” Masiello says at the science and technology exposition held at the Pentagon yesterday.

Funny story, a tin foil hat will actually reduce EM radiation. So lining a defensive system would stop some, but not all EM radiation. Lead would be a health hazard and environmental risk.

As noted in the article, the "permeable" properties of lead and aluminum still allow for EM radiation to penetrate a defensive lining and thus impact the electronics inside, similar to how a Faraday Cage will only block EM radiation below the cages upper threshold.

No one is putting lead on a naval ship though, and if they do they wont be communicating with the outside world.

Not just lead there can be multiple solutions to counter them. I am just a layman but from my observation and basic knowledge I have, following elements could be a great defense.

So what is the objective?
Objective is to use the energy of microwaves on their way and prevent them from penetrating further into the earth or strategic installations.

JASSM-ER has a range over 1,000KM can you imagine how many military/civilian targets it could hit in one pass.

a few of these babies could just turn off the power in a whole country.

I dont think that the emp will be on during the whole flight because it would require massive power

not saying it would. saying it would hit power and command & control targets. it would cause a cascading black out of a country.

The EMP cannot be turned on through out this 1000 Km passage dear. it will be used in a short single burst. The device is being carried by a missile not an aircraft carrier with nuclear power plant that will power it throughout the 1000 Km flight path.

The missile will take the device to designated target where it will then fry the target with its microwave burst and that will be about it,,, not like it will go zipping burning everything that comes in its way in the flight.

A significantly large burst of microwave energy would cook popcorn, yes. It would be burnt though.

It should be noted though that the quantity of the microwave emissions are significant enough to damage electronics, but not humans (large EMP will hamper neurological functions). Perhaps the strength of the pulse is too weak to cook popcorn. Ultimately with the Champ, I don't have a clear answer, but EMP's can cook popcorn if their blast is strong enough.
