Pakistan is the only Muslim country with nuclear warhead, so they want to rope Pakistan in to boost the deterrence.

Pakistan is in no interets to side between Iran and KSA, maybe a little bit tilted over KSA.

I think it's their divergence on MB. And Qatar's ambiguity with Iran and Hamas.

The GCC is led by KSA, Qatar doesn't like it.

Qatar's non-inference policy against Syria and Yemen antagonize the other members of GCC very much. They think actually Qatar actually acquiesce the Iranian supporting Houthis to cause trouble for KSA.
