Upward mobility: Muslims down; SCs, STs up; upper-caste & OBCs unchanged

I have a radical solution which unfortunately no govt can implement or even dare to consider. It has been partially tried in Panchayat level in few states but not at national level

Make it compulsory that anyone registering to vote must be class 12th pass. Let older voters be there but for new ones this condition to be implemented
Make it compulsory that anyone contesting election must be minimum graduate
