The Tochka is a short-range ballistic missile like the Iskandr (I believe the Iskandr is a successor), not a SAM. I'm not an expert and I could be corrected, but I don't think an explosion like the one in the posted footage could be caused by a stray SAM. Maybe the footage is doctored, I don't know, but there are multiple Twitter reports around the same time of a large explosion - I find it dubious that the relatively small warhead of a stray SAM (if it even went off on the ground) would be powerful enough to do that.
