Technologies can never be purchased rather acquired through knowledge, and no country is going to 'sell' her hard-earned/learned technology to anyone else. ToT is nothing but the knowhow of putting together various pieces and that does not necessarily generate a knowledge base. India for instance is assembling aircrafts for about 50 years and yet unable to come up with something very original and very own.
