Ukraine in January-October 2016 imported coal and anthracite (foreign activity code 2701) worth $1.17 billion, in particular in October for $129.084 million.

According to the State Fiscal Service, Russia supplied coal for $742.938 million, the United States for $168.547 million, Australia for $73.348 million, other countries for $184.879 million.

The total volume of coal delivered to the country for the first ten months of this year amounted to 13.104 million tonnes.

Ukraine in January-October 2016 exported 458,140 tonnes of coal and anthracite for $37.985 million, in particular to Slovakia for $21.895 million, Russia for $7.484 million, Turkey for $4.765.889 million, other countries for $2.725 million.

Prime Minister of Ukraine Volodymyr Groysman has called for the lift of the blockade at the demarcation line, restoration of coal supplies, along with the establishment of strict control over the movement of goods along the line of contact.


"We all need to come together and solve the problem. I would divide it into several parts. We know that Ukraine consumes 24 million tonnes of coal per year, of which 9 million tonnes is anthracite coal, produced in the territory that remains uncontrolled," Groysman said on air of Ukraina TV channel.

He has recalled that one-third of Ukraine’s electricity for households is produced by thermal power plants operating on coal. Transition to gas would lead to higher utility prices, which are already very high, according to the head of government. "That is, the blocking of supplies of coal, which has no alternative, means a halt to an industry and rolling blackouts across the country. Is it necessary to bring this on? I believe not.

But it is clear that we must fight against smuggling. And my job is to make borders transparent," said Groysman.

He stressed the need to provide for continued operations of Ukrainian producers in case Ukraine wants to see sustained growth. As UNIAN reported earlier, after Russia ignited war in Donbas, Ukraine lost a large number of anthracite coal mines in the region.

To solve the problem, Ukraine was buying fuel in the Republic of South Africa. As of today, anthracite in the militant-held territory is mined exclusively by DTEK owned by Rinat Akhmetov; however, coal supplies to the government-controlled territory are often interrupted.

January 25, 2017 a group of ATO veterans blocked the Luhansk-Popasna railroad within the framework of a so-called trade blockade of the occupied areas of Donbas. Deputy Minister for the Occupied Territories and IDPs George Tuka said that the blockage could lead to the fact that the whole of Luhansk region would remain without electricity.

Minister of Energy and Coal Industry Ihor Nasalik said that the total blockade of coal supplies from the ATO zone would lead to rolling blackouts. He has emphasized that the responsibility for taking or not taking a decision on the blockade of anthracite coal supplies, on which Ukraine is short, should be taken by the Verkhovna Rada.

The blockade of railroad transportation with the regions of Donbas uncontrolled by Kyiv may lead to a halt of the country's metallurgical industry, Ukrainian Prime Minister Volodymyr Groysman has said.

"The blockade [...] will lead to a halt of the country's metallurgical enterprises. The metallurgical industry now employs 300,000 people. What we sell abroad makes up 20% of all of our state's foreign currency earnings. It cannot be called anything but sabotage of the economy!" Groysman said in opening an extraordinary government meeting on Wednesday.

The prime minister urged the blockade activists to unblock the passage of trains carrying commodities that are vital to the national economy.

"I am calling on those who are blocking [the traffic] to unblock the delivery of only coal and whatever else related to the Ukrainian economy. You are welcome to block anything else and fight smuggling!" Groysman said.
 
President of Ukraine Petro Poroshenko describes blockade of rail lines with the temporarily occupied territories in Donbas as factor destabilizing Ukraine.

"Unfortunately, blockade of rail lines with the temporarily occupied territories and attempts of complete economic blockade have become a destabilizing factor in recent days," Poroshenko said at a solemn meeting dedicated to the Day of honoring war veterans in other countries in Kyiv on Thursday.

The president said that he "understands the emotions of society," which "has grown tired of the several years of war."

"But I will never forgive the cynicism and irresponsibility of political schemers who have used this emotion in order to promote their selfish partisan publicity," he said.

The authorities will certainly find a way to unblock supplies of coal from territories not controlled by Kyiv, he said.

"We will protect the rights of Ukraine's citizens both on this and that side of the line of confrontation. I will not let demagogues in the country create the image of a state where anarchy and gang leaders rule. I will not allow the situation in the anti-terrorist operation (ATO) zone to be destabilized. I will not allow the front to be disintegrated because this is something that the enemy is expecting from us," he said.

ATO veterans and Ukrainian lawmakers have blocked the Luhansk-Lysychansk-Popasna railway on the section Horske-Zolote since January 25 to prevent trade with the part of Ukraine uncontrolled by Kyiv. The checkpoint set up by supporters of the blockade was named 'Bohdan Redoubt'.

Ukrainian prosecutors January 26 opened a criminal case on the basis of the blocking of the railway in the Luhansk region on the division line on the basis of the article dealing with "the blocking of transport lines." The blockade has led to an acute shortage of coal for the Ukrainian energy industry.

Participants in a blockade movement preventing railways deliveries from areas in the Anti-Terrorist Operation zone in eastern Ukraine are doing harm to the Ukrainian state, President Petro Poroshenko said on Wednesday.

According to a statement released on the president's official website, the shortage of coal has contributed to problems heating "a number of cities from Kyiv to Chernihiv, Kramatorsk, Kremenchuk and Sumy.'

"Participants in the blockade are 'protecting' Ukrainian steel plants from Ukrainian coke supplies, Ukrainian families from Ukrainian heat, Ukrainian homes from Ukrainian light, Ukrainians from their jobs," Poroshenko said during a sitting of the National Security and Defense Council.

According to the president, politicians have arranged for themselves "absolutely cynical public relations for the price of blood" and caused direct threats to the energy independence of the state.

Poroshenko said the risks for metallurgical enterprises are obvious. He said several of them have been forced to curtail production because of the lack of raw materials. This, in turn, will decrease cash sales.

"No one has to explain what this will do to the hryvnia to dollar exchange policy, inflation, the standard of living of each Ukrainian citizen," the president said.

In addition, the actions discredit Ukraine in the eyes of the population living in temporarily occupied areas of eastern Ukraine and create problems for reintegrating them, Poroshenko said.

"I would like to say that protesters are not blocking the temporarily occupied areas of Donetsk and Luhansk regions, but our battle to restore the territorial integrity of Ukraine," Poroshenko said.

Participants of the rail traffic blockade in Donbas are set to extend it on the rail communication between Ukraine and Russia, participant of the blockade, Ukrainian people's deputy Semen Semenchenko said.

Asked about possible barring of the highways, Semenchenko said: "We plan to extend it [the blockade] on the railway lines, along which the produce from Russia is being delivered to us. It will be more difficult to do it with the highways. More people are needed there and provocations are highly likely to be staged."

The blockade currently does not involve only one rail direction, which is running via Stanytsia Luhanska in the Luhansk region, he said. "One railway line remained operational - it is entering our territory in Stanytsia Luhanska and is going out of it in Valuiky. As of today, we have blocked everything, except for this railway line," Semenchenko said.

Participants of the blockade have obstructed the passage of nearly 16,000 train cars since the beginning of the action, the parliamentarian said. "Since the start of the blockade 16,000 train cars have not reached their destination in both directions. We plan to halt all the trade with Russia, the so-called DPR/LPR," he told Interfax-Ukraine.

About 100 people are currently involved in the blockade, Semenchenko said.

Coal stocks in warehouses of thermal power plants (TPP) in Ukraine in the period from February 12 to February 19 decreased by 1.6% (by 24,000 tonnes), from 1.53 million tonnes to 1.506 million tonnes.

According to Ukrenergo, in particular anthracite coal reserves during this period decreased by 4.8% (by 40,000 tonnes,) to 802,000 tonnes (including 279,000 tonnes at Luhansk TPP), while gas coal and long-flame coal stocks increased by 2.3% (16,000 tonnes), to 704,000 tonnes (including 130,000 tonnes at Burshtyn TPP).

Previously Ukrenergo acting head Vsevolod Kovalchuk said in the framework of introduction of a state of emergency in the electricity sector it is planned to reduce anthracite coal burning at TPPs from 30,000 tonnes to 20,000 tonnes per day.

Ukrenergo said energy consumption in the morning of February 20 was 21.563 GW, while 30 coal power units and one turbine generator at the TPPs generated 5,314 GW. Nuclear power plants (NPPs) showed a capacity of 11.944 GW, hydroelectric power plants 2.248 GW, combined heat and power plants 2.013 MW and alternative energy units 44 MW.

Yenakiyeve Steel Plant (Donetsk region) and PJSC Krasnodonvuhillia (Luhansk region), part of Metinvest Group, located in the temporarily uncontrolled territory of Ukraine, have stopped production due to continuing military operations and rail traffic blockade in the ATO zone.

According to a group press release posted on the website of the Irish Stock Exchange, the companies halted operations on February 20.

It is noted since the beginning of hostilities in the region Yenakiyeve Steel Plant has been working in the conditions of irregular supplies of iron ore. After protesters had blocked rail traffic on the Yasynuvata-Skotovata route, imports of raw materials and exports of finished products became impossible.

Yenakiyeve Steel Plant has finished preparatory work for temporary mothball.

The Makiyivka branch of Yenakiyeve Steel Plant will halt work on February 25.

Production was also suspended at all mines of the Krasnodonvuhillia coal association, a producer of coking coal, due to rail traffic blockade.

Ukraine in 2016 imported 933,408 tonnes of anthracite for $68.663 million, which is equal to average price of $73.60 per tonne.

According to the State Statistics Service, 566,721 tonnes of anthracite for $45.769 million (average price is $80.80 per tonne) were imported from Russia and 366,659 tonnes for $22.88 million (average price is $62.40 per tonne) from South Africa.

In 2016, Ukraine cut imports of anthracite by 13.2% compared to 2015 (1.075 million tonnes) and by 54.6% compared to 2014 (2.054 million tonnes).

Ukrainian Prime Minister Volodymyr Groysman has ordered Ukraine's Energy and Coal Industry to create an electronic platform for trading with coal by this autumn.

"The task for today is not to look up to various [foreign] exchanges, but create a Ukrainian one. By the way, today we have platforms where Shebelynka gas refinery sells its fuel. Why cannot we sell coal? I think that this is the task for the ministry and minister – to submit a proposal [take the ProZorro e-procurement system as an example] and create the electronic coal trading platform, for example, in autumn – for coal from South Africa, Ukrainian, Polish coal or coal from other countries. Then it will be clear about the price for Ukrainian citizens," he said at a government meeting on Tuesday.

Donetsk and Luhansk have demanded that Kyiv lift the transport blockade of Donbas before spring.

"By using radicals, Kyiv has organized and is maintaining the railroad blockade and is threatening to block motorways connecting the Donbas republics to Ukraine," Alexander Zakharchenko and Igor Plotnitsky, heads of the self-proclaimed Donetsk and Luhansk People's Republics, said in a joint statement posted on the Luhansk information center's website.

"We have to declare that, unless the blockade is lifted by 00:00 a.m. on Wednesday (March 1, 2017), we will appoint external management at every enterprise under Ukrainian jurisdiction operating in the DPR and the LPR," the statement said.

The DPR and LPR would also stop coal supply to Kyiv, the statement says.

"We will stop coal supply to Ukraine. There is neither the possibility nor a payment plan for coal supplies," it said.

Zakharchenko and Plotnitsky also believe the transport blockade of Donbas is at variance with the Minsk Agreements.

"It goes directly against both the spirit and the letter of the Minsk Agreements and generally characterizes this Ukrainian leadership as one unable to take care of its citizens. Many enterprises have been forced to cease operation as a result of the Kyiv authorities' criminal actions," the statement says.
