They are doing a subpar job because as usual, the PRC only focused on material things and never on soft power issues like cultural values, respect for human dignity and rights, communicating a standard of values, etc. The PRC's only moral justification is "I built you a bridge and a house with plumbing, you should be happy". I am very familiar with Korean culture and they are even more xenophobic than Han Chinese are. I have no doubt if S. Korea was a much larger country and had a large Muslim minority, they would be very discriminatory against that minority. So S. Korea having no "minority issues" doesn't really mean anything as they have no minorities really.
