Raptor is a good choice for PAF with TOT considering its needs. Denel is a sinking ship currently, opportunity is ripe for Pakistan to get a lot of TOT on missiles especially A2A missiles like A and R Darter. That said, I do hope the PAF picks up the Raptor III. It would fill the gap (so to speak) between the <100 km-range REK and the 350/600-km Ra'ad/Ra'ad 2. The Raptor III would offer the heavy payload impact of the H-2/H-4, but with a 280 km range (via an integrated turbojet).
This missile does seem like a good choice for smaller aircraft. You can basically fit a long range SOW on most aircraft that can carry an MK82 most likely. Range is unclear, some say 200km some say 300 km but we will need official report. Probably cheaper than a dedicated cruise missile for example.
