Difficult time indeed but it’s not just GCC but Palestinian leaders themselves failed to settle on a plan and the infighting made their situation more undesirable. My take on it is that it is more of the non GCC Arabs and older generation GCC Arabs that hate the deal. Younger generation is a lot more not giving a shit about Israel especially educated in the West, and seem themselves more as Emirati, or Saudi, or Kuwaiti before they seem themselves as Arab.
