I once raised the same question with a Brigadier ranking officer in the ISPR, the simple answer was the terrain in those areas is only suitable for the likes of 4X4 vehicles,

The difference is the kind of armor (in Al-Talha's case it's effective against small arms)........... most APC's (armor) is not designed with APB rounds and other high-end anti-armor weapons in mind (which are available plenty with the insurgents/terrorists)............

What actually needs to happen is we need those MRAP's/Category III (type of hull / steel comp armor (proprietary, not that easy) / effective against most types of IED's) pronto.......

Just do a little cost analysis and compare the cost of a (Pakistani military grade) toyota hilux with that of a MRAP and you'd know what i am talking about.
