These kind of incidents should real open the eye's some of the Chinese posters here who was praising the Rajapaksa's.. This clearly shows complicity of the Rajapaksa's.. While pretending to be a friend of the Chinese but would scuttle their investments if it stands in the way of their agenda

He is jsut a third class politician, they have no solid policies, They'd change them at a blink of an eye for political expediency

This protest was led by his son, against court orders issued against it, So it was a illegal violent protest by a bunch of goons loyal to the former regime and had little to do with the general population of the area

These behavior and engaging in illegal protests doesn't solve anything it only makes RW and MS more popular. The riot was organized by Namal ,Gammanpila and another clown that was running shirtless during the riot(Whose pictures are featured in various memes). This is as idiotic as MR running to Geneva shouting about war crimes to get rid of then UNP government. It only humiliated SL in front of the world and made the govt stronger in addition to the economic damage. The best option would have been to direct public opnion against them without violating the law and sending police officers to the hospital. And this is the second time they messed up, the first time is sponsoring the Vandalism of the Port and Borderline Piracy. They had SOO MANY oppurtunities to attack the UNP but they had to do it the old fashioned way and ruin it

This isn't the 750 acre project that was only for the port. This is a bigger chain of SEZs across the nearby districts and the one in H'tota is very small and probably the smallest of the SEZs. The issue is the SEZ in H'tota was really unsuccesful and it will take a lot of time to make useful enough to make the H'tota port viable.
H'tota lacks the population ,skilled labour ,infrastructure ,housing etc etc. Waiting for these things would take decades.
The Stadium ,Airport ,Convention center don't contribute either. So they have decided to go allow the Chinese invest in the new LNG project ,the old "regaining Sri Lanka" era Refinary and a cement plant in the H'tota SEZ.
It would be quicker to set up several SEZs and lease them to a good Chinese company to handle them, the more developed districts around H'tota can handle things better and could develop industries faster.

But of course Ranil and gang made some mess ups recently like allowing Senok to go ahead with the Assembly Plant. They should have cancelled it after VW was unable to invest and now Senok gets a 5 year(as I remember) tax break for the plant which was originally given in hope of attracting FDI from VW. they should given up their pride and now we lose tax revenue and import duties when we need them the most:frown:

This is a different model from the normal SEZs in SL and has been succesfully used in East Asia and the Chinese mebers also explained this. A normal SEZ next to Ports is not enough. The Chinese envoy clearly said they would look at legal issues in future investments in the H'tota SEZ ceromony. Mahind went to Geneva not to complain about "war crimes" as you put it. It was against the then government's misuse of power to subdue JVP incursion. How can Ranil W be removed? People try to remove him from the party leadership when UNP was terribly defeated. Even then, he couldn't be removed. You suggest us to expect that Ranil W would step down from the premiership of UNP while he's prime minister of the country?

What wrong does it, when people can elect him as president for life. Mahinda didn't change the constitution to stay in power without facing elections. He didn't even go to the extent that JRJ went. He didn't impose immunity upon himself. What boggles my mind is that why people cry fowl over electing a president for as long as people like him to the electing a premier who has no legal age boundary. In that regard people like Sirima could stay as the premier even while she was on her wheel chair.

The only thing i can discern from this is how some elements of Sri Lankan society are afraid of Mahinda as a political opponent. The fondness of people cannot be gained by every politicians. Only a very few people can master that art. Therefore it is not right to keep jealousies and grudges on that great person which in turn not only damages the person who hold jealousies and grudges but also the entire country as a whole.

Mahinda didn't organize the pada yathra back in 1990s for the interest of his family. Mahinda didn't represent the rural farmers whose sons had been abducted by the government death squads for the interest of his family. He didn't even started the war knowing that it could turn either way for the interest of his family. People can accuse them of robbing the country and stealing. But, I don't know how many people know about the pain that the first family endured during those tense years of war.

Besides that, Mahinda never made his brother Basil as PM. He didn't even put his elder brother Chamal to the premiership which was actually the best thing to do. He favored his own kin to other because he believed that they were trustworthy compared with the others. I think it is very obvious when we look at what Mangala and Maithreepala did. Mahinda never crowned himself as the king. It was the people that called him "the king". Because he did what everyone thought as unwinnable. Ranil W can never come even tiny bit close to Mahinda because he doesn't consider what the common man wants from him. It's his failing.

Moreover, Mahinda is not ranting to come to power unconstitutionally. It was the Ranil W that became prime minister unconstitutionally during the first part of 2015. Mahinda could've gone home peacefully unless he and his family was targeted for the crimes and allegations. Politics was his only safety when politically backed investigations are done on him. He was forced to choose politics by the Yahapalanaya and his not going to retire peacefully until all these nonsense are going to end.

@Gibbs Article on how they managed to make a loss making debt ridden port due to Rajapaksa's lack of knoowledge make sudden U-turn.
Now SL is free of debt and China will invest and develop infrastructure that is needed for the port and provide expertise that Sri Lanka can't afford and doesn't have to make sure their commercial interests are secure. The agreements doesn't affect our sovereignty negatively and proposals that affect our sovereignty were denied.

Sri Lanka can cut losses and benefit from Chinese investment in Hambantota: Samarajiva


Sri Lanka can reap benefits from Chinese investments in Hambantota which is now a dead weight costing millions in loan repayments and interest each year on top of operatonal losses, an economist and infrastructure specialist has said.

Rohan Samarajiva, head of LirneAsia, a regional policy think tank said Hambantota was built with debt for which Sri Lanka's tax payers are now responsible, but its economic value is limited, except for the Chinese.

Samarajiva was not a supporter of Hambantota for a long time because Colombo was already the hub for the region he did not see the rationale for a second major port nearby.

Colombo attracts mainline ships that travel quickly on the East-West Asian route. Feeder vessels mainly from India connects to Colombo to put containers on mainline vessels.

Hubbing

The more mainline vessels that comes, makes transhipping times shorter and makes the hub more attractive. As business grows more ships call.

"Hubs have network characteristics, that build up over time," explains Samarajiva. "It is difficult for a new port to attract business and grow successfully."

At the moment Hambantota is being used for vehicle transhipment by India based car makers. Hambantota also failed to attract large industries for whatever reasons.

Though proponents of Hambantota harbour pointed to ships passing in close proximity of Sri Lanka southern coast saying they could be supplied with bunkers, in the real world things did not happen that way.

Samarajiva says ships will not usually simply call at a port to refuel. In addition to cargo, ports also needed ship chandling services and related facilities.

"That is why I initially criticized the plan to develop Hambantota port," he says. "Then things changed because of China's strategic needs."

Most ships from China going West now have to pass through Malacca straits, a narrow sea lane about which the Chinese were uncomfortable.

Very large so-called 'Malaccamax' crude carriers can barely make it through the straits.

"The Chinese are not comfortable with this situation. Strategically it is a choke-point for them."

This led China to build a port in Kyaukpyu in Burma. It is linked by land to China with pipelines to carry oil and serves as a second gateway to the country from the Bay of Bengal, diversifying external connections, Samarajiva says.

"Suddenly the economics of Hambantota changed," he says.

For the Chinese, Hambantota was useful to serve Kyaukpyu and other planned ports on the eastern side of the Bay of Bengal.

Before post-independence economic nationalism by former British possessions in the region led to trade and other controls, strangling free trade, the Bay of Bengal was a very busy place, Samarajiva says.

Cut Loss

The Rajapaksa regime chose to build Hambantota with loans paying interest. They did not fully understand the concept of getting equity investment and sharing risk due to a statist ideology.

"Now the loans have been taken. What many people do not understand is that it is a sunk cost, which is burden," Samarajiva says.

"Nobody, Japan or anyone else was interested enough to invest and make a business out of it."

Apart from getting 1.1 billion US dollars - which the government can use to repay Chinese or other loans - no further operating losses will burden the people. With a 20 percent stake, Sri Lanka Ports Authority could also earn profits in the future.

There have been statements made that after the port starts making profits, China will consider paying some fees, though there is no certainty over that.

Concerns have been raised that the period of the concession to the Chinese 99-years is too long.

Samarajiva's says the government would have been in a better position if negotiations for a partnership had been worked out early.

"The nature of the investment is what justifies the length of a concession or lease," Samarajiva says.

"If you have large investments, say in power plants and associated infrastructure which take time to yield returns, the concession has to be long," he says.

"In the CICT terminal in the Colombo South Harbour, the investment is less complex, being directly connected to terminal operations. Therefore, a shorted term is justified.

"Should it be 50 years, 75 years or 99 years in Hambantota? One cannot give an answer without more information on the investments being planned and the business plans.

"One would need to know whether the PPP is responsible for the LNG terminal and pipelines that are to serve the proposed power plant and the infrastructure to support the proposed industrial parks.

"The main point is that there is no correct number. It is a negotiated number. The Chinese can afford to wait. The government cannot, because loan repayments have started."

No Exclusivity

The confusion is partly related to lack of information about the underlying deal. Sri Lanka originally had a framework deal to give a 60 percent stake in container terminals to China Merchants group and lease space for a dockyard to Cosco group.

The government also called bids for an international players to operate bunkering. The plans were suddenly dropped.

Samarajiva says a key point is that the government has not agreed to any conditions that limits its ability to develop Colombo and Galle ports.

"My understanding is that the Chinese request for a commitment not to develop potentially competitive ports within a distance that could include Galle has been refused. That is more important than worrying about the length of the lease."
