Does anyone know if this arms embargo by Austria will affect the technical progress of the indigenous tank engine for the ALTAY?

But now much is different: under the pretext of combating terrorism and the action against those responsible for the coup attempt, democracy and the rule of law have been attacked and weakened in recent months. Tens of thousands of state officials, journalists and journalists, many more were suspended. Mayors were dismissed in many Kurdish communities. Countless critical media and private clubs have been closed or banned.

Ten MEPs are detained together with journalists and judges. Public statements by representatives of the ACP government have led to the fear of an imminent introduction of the death penalty.

These include, in addition to war materials in the strict sense, especially all other firearms such as sniper rifles, as well as technology, chemicals and other goods as defined in Annexes I and IV of the EU Dual Use Regulation (VO 2016/1969).

Both Austria 's status as a neutral state, as well as the War Material Law and the Foreign Trade Act exclude the approval of such exports if there is an armed conflict in the target area or is likely to break out, and if there is a risk that the delivered weapons will be used to suppress human rights; AußWG 2011 there is a reasonable suspicion that these goods would trigger, prolong or exacerbate the conflict.

As long as an effective sanctions regime against Turkey has not been established at an international, in particular European, level, these circumstances will therefore have to be taken into account by the competent ministers of the Federal Republic in the handling of any applications for authorization. The European Union is to prepare appropriate measures for the defense of the rule of law and democracy in Turkey.

In the event of non-compliance with the approval criteria of the AußWG 2011 no export permits will be granted.

The undersigned MEP therefore table the following motions for resolutions.

So, the answer is basically "yes". The Austrian government could end the cooperation between Turkey and Austria to develop a new tank engine. But, you also should consider that according to Austrian law this resolution is not binding the Federal government legally. At the end of the day Austrian politicians will decide separately about every project.

New engine called EcoTorq Marine (420ps to 700ps) introduced by Ford Otosan !

I wouldn't call this a national engine. It's true that this one is mostly developed by Turkish engineers but still Ford has the right to block every possible project. Ironically, only in case of a radical termination of our relation with US we could use this engine without consideration property issues.
 
Thats just saying that Ford Otosan is licensing the engine to a different company. I mean if the engine is 100% developed by the company, without using any licensed technologies or patents there is still the risk of blocking the usage for military uses.
Ford Otosan is an equal (50/50) joint venture between Koc and Ford and usage for military uses might still be blocked by Ford or Fords representatives in the companies board.
 


İntellectual and property rights of ecotorq engines belong to Ford Otosan. Ford global has nothing to say If Turkey agrees to use/export them for military applications. It is FordOtosan holding all desicion rights and supporting Ford Global with Ecotorq engines...

Except that Ford Otosan is a JV and both Koc and Ford have 50%, so they could block it.

Not %50 but 41. In the end, It will be the desicion of Ford Otosan, not Ford Global or Ford Motor Company. It is the same scenario with FNSS blocking to export own products abroad via BAE share in management. Those products are designed, developed by Turkish engineers in Turkey and Sole production center of ecotorq engines alıng with related car and truck models are in Turkey so without Otosan, Ford can not produce them legally.

Otosan is the sole company which has qualified hundreds of engineers to design and develop a top quality Altay engine and powerpack. They agreed to design national engine and transmission family for armoured vehicles and ı suppose we will see them within 2-3 years powering Cobra-2 and Tulpar maybe...

@cabatli_53 are you sure, I thought Tumosan is developing the national Powerpack? Otosan was not contracted or considerd for Altay. Never heard about it.

If so, put the engine in Altay already. No need for MAN for the first 500 tanks. Put it in Firtina.

If so, put the engine in Altay already. No need for MAN for the first 500 tanks. Put it in Firtina.
480 ps is nowhere enough for Altay, they want to develop a 1500ps engine, its another league.

It's a joint venture – 41% Ford/41% Koc Holding/18% public. And you're right, we can't use it if Ford doesn't give its approval.

Yep, Altay power-pack project is being developed by Tümosan. What I am talking is their independent efforts without receiving government funds to develop engines to power up the military vehicles designed by Otokar such as Cobra and Tulpar.
