Isn't it more secular thing to allow people who wanted to marry through imam and give them what they want , while the other option is also open.
So they have allowed both.
This is true secularism I think, that everyone is free to choose the method of marriage they prefer through imam or civil person.
It is actually very positive step, comparing it to zia regime is very wrong. The same is the process with Pakistan, you can do court marriage and you can have islamic marriage.
Why bring secularism in this....
Secularism actually is about forced conformation. Its main aim is total domination of the public sphere and social engineering and marriage is a huge part of it. Just look at the recent culture wars in USA (liberals VS christians conservatives) and western Europe and see how secularism has completely eroded long held common sense beliefs about gender roles, marriage, sex , morality etc etc. NO secular system ever promotes plurality eg. NOT a single secular state officially recognizes Islamic family laws except for may India but even now Hindutvadis are whining for a common secular civil code. You can argue that there is a spectrum where there are certain tolerant secular states like USA to less tolerant ones like France and past Kemalist turkey. But all secular system essentially enforces its own views on society. Its a religion with its own views about how man should conduct themselves in public and private life and it is devoid of God and is hostile against value systems like Islam that addresses the public space & material world while also fulfilling the spiritual needs of human beings.
