WASHINGTON — Turkey has a little more than two weeks to decide whether to complete a complex arms deal with the U.S. or risk severe penalties by going through with an agreement to buy a missile system from Russia, according to multiple people familiar with the matter.

By the end of the first week of June, Turkey must cancel a multibillion-dollar deal with Russia and instead buy Raytheon’s U.S.-made Patriot missile defense system — or face removal from Lockheed Martin’s F-35 program, forfeiture of 100 promised F-35 jets, imposition of U.S. sanctions and potential blowback from NATO.

As it stands now, the U.S. State Department’s current offer is the final one, multiple sources who spoke on the condition of anonymity told CNBC when asked whether the deadline had room for more extensions.

Turkey, a NATO member, is slated to receive the Russian-made S-400, a mobile surface-to-air missile system, next month. The S-400 is said to pose a risk to the NATO alliance as well as the F-35, America’s most expensive weapons platform.

“NATO countries need to procure military equipment that is interoperable with NATO systems. A Russian system would not meet that standard,” said a U.S. State Department official who requested anonymity given the sensitivity of the matter.

“We underscore that Turkey will face very real and negative consequences if it completes its S-400 delivery,” the official added.

In 2017, Ankara brokered a deal reportedly worth $2.5 billion with the Kremlin for the S-400 despite warnings from the U.S. that buying the system would come with political and economic consequences.

In multiple efforts to deter Turkey from buying the S-400, the State Department offered in 2013 and 2017 to sell the country Raytheon’s Patriot missile system. Ankara passed on the Patriot both times because the U.S. declined to provide a transfer of the system’s sensitive missile technology.

All the while, Turkey has become a financial and manufacturing partner for Lockheed Martin’s F-35 jet, the world’s most advanced fighter.

Lockheed Martin and Raytheon were preparing to make massive adjustments to their intricate production schedules amid a contentious negotiation with Turkey.

If Turkey goes through with the Russian deal, Lockheed Martin would have to rework its supply chain on components for the F-35 fighter jet, while also making changes to its production schedule.

Yet if Turkey abandons its deal with Russia, Raytheon would reorganize the Patriot missile defense system production schedule to guarantee that Turkey could receive the missile system within a faster time frame.

Last year, Turkey was in the process of constructing a site for the S-400 system, according to a person with firsthand knowledge of an intelligence rep

The intelligence assessment included satellite imagery of a concrete launch facility as well as bunkers, according to the person, who spoke on the condition of anonymity. The new construction fits the pattern for Russia’s S-400 system, the person indicated.

If Turkey does receive its S-400 from the Kremlin this summer, the system is expected to be ready for use by 2020.

F35's are connected to a central operating system and that system is only in the US. Without the permission of the US, planes neither fly or operate. Turkey and the US follow different agendas in both Syria and the east Mediterranean. Basically, Turkey wants to use those F-35's to bomb the US supported terrorist groups YPG-PKK-SDF. So, for Turkey, buying a plane with 90m dollars price tag (the price of an upgraded version of F-35 can reach to 160m dollars and it has very high operating and maintenance cost) and not able to use it without US permission is the dumbest thing ever. On the other hand, Turkey will gain huge areal control over Aegean sea, Syria and the eastern Mediterranean with the s-400 system. Moreover, Russia already agreed on technology transfer of s-400 systems with Turkey and possibly of joint production of S-500 systems are being discussed right now. Before the S-400 deal, Turkey tried to buy patriot systems from the US more than 10years but the US didn't sell it. Even, when they said they might, they refused to give the fire button's control they said that is a deal breaker. Also, the US is not willing to share the technology of the air defense system which Turkey needs desperately to build her own long-range missile defense systems. It should be also remembered that Turkey opened a tender for buying air defense system five years ago but neither US or her so-called European allies gave an offer. Then, Turkey first made a deal with China but not surprisingly all of her western allies opposed to the deal. At that time Turkey couldn't handle the pressure and with the unwillingness of China over tech transfer issues that deal was broken. Afterward, instead of defending their Nato ally, Turkey's so-called western partners pulled off their patriots away when she was attacked by terrorist missiles from Syria. That was the final straw for Turkey, she realized that she is in urgent need of own air defense system and she cannot wait 10 more years until she can produce her own long-range air defense system. Russia offered very good financial terms, they agreed upon tech transfer issues and the deal has done. I didn't even mention how good is S-400 compared to the Patriot. Patriots have only like %30 accuracy and its a terrible system against ballistic missiles. When we talk about their ranges S-400 beats Patriots with 400km to 100km that makes a huge difference in areal control and vulnerability against air strikes. Moreover, the price of the S-400 is 2.5billon dollars with tech transfer while patriots cost 10billon dollars without fire button and tech transfer. So, for Turkey, the decision is very easy to give and the US attitude makes it even more easier. Turkey can live without F35 and buy su-57 from one-third of the cost of F35 which also will be much more useful to them. Actually, Russia already offered a joint production for s57. The US should try to act like a real ally soon because without Turkey l don't believe they can achieve anything in the middle east region and the eastern Mediterranean.

This is exactly why I dislike the CHP, they have no foresight like Erdogan. In a possible conflict with Greece, will the F-35s fly? No they won't. So Turkey's regional enemies, the PKK, the Greeks, the zionists in Israhell... the Washington criminals have a veto of use of the F-35s. This is the stupid existence Amerikans face, they have to get everything registered and uncle sam owns their children, their marriage, their car, their house. Only use of these is allowed under certain guidelines. Amerika is more communist than China and Amerikans go along with it, so long as they get to be loser Amerikans where their children have more rights than the parents, the Amerikans are allowed to use their F-35s, so to speak. The terror that good Amerikans live under, is exported to the rest of the world. The intelligent Amerikans are the enemy of the state. When we made a deal to buy F35, we never have made a agreement not to buy weapons only from Americans.
