BTW yes, quite often ISI functions as a state within a state with no accountability to anybody. Be that as it may, the haqqanis were one of the groups created by the ISI as "strategic asstes" to achieve "strategic depth". As is often the case when Pakistan raises terrorist groups to do what their own forces cannot do, the result is not in Pakistan's favor, and they end up having to battle the very demons they created.
Keeping strategic assets when and how always depend upon the nature of the conflict, time and interest. You did not disband Mukhtibahini ....you transferred them into the public sector and till this day Bangalis are suffering from the puppet government you have installed. That's what I wrote in my post, about Pakistan's short sighted policy of raising terrorists to do what their uniformed forces can't do, and then having to battle them. It's like prescribing a remedy worse than the disease. Until at least 2008, they were your cherished assets.
