it all depends on govt will to do...human rights group will scream for a month or 2 then shut up. look at what SL did to ltte...human rights groups were screaming...no one cares now. SL is much better.
indian agencies takes external threats so seriously...very little politicians interferences there. you don't see anyone condemning raw. Same should be case for internal issues.
