Thats a lot of welfare. I believe in a balance to be honest. Im not really against Welfare, I believe welfare is needed for a person who needs it but I dont like people taking welfare and being a bloody parasite when they have an able body to work.

Government bear the loss by giving utilities and services below the cost. For example, Production and distribution of one unit of electricity is costing Rs. 15 but government have to charge people Rs. 10.

So is that how it works for public transport as well?

Wow, how does your country function? Is that the same for all the countries in the region??

More or less same fcuked up situation in South Asian region, Taxes are raised for people already paying taxes, Prices of utilities / services are raised based on consumption to compensate losses (From businesses point of view, you give discounts to customers who buy more but it's reverse here), higher indirect taxes and duties.
