Well, the activity of changing the Black Cloth around the Kaaba (called the KISWAH) happens once every year and that too on 9th Zil-Hajj (when all the hujaaj are gathered in the grounds of Arafat.

I am referring to the little construction ON Kaaba's roof with the little metal lids.

That is actually the opening from inside the Kaaba that opens to the roof top. In a way, you can say the access way to the rooftop from inside the Kaaba. I had a video of inside of the Kaaba but can't seem to find it.
