Of course it disgusts me that for fake refugees,the state finds millions of €,permanent houses etc.... but almost nothing for our homeless people...

Right, i understand decision makers do not take the ordinary opinion into consideration.
I suppose at some point the natives would have to get together on street and make sure that decision makers get the message that they are not happy with the unwanted trouble they bring in there otherwise peaceful villages and towns.

Look pal, IMO, you have two choices.

1-) Refugees will keep coming whatever precautions you might take, you can slow them down but you will never stop them.
2-) Assume some responsibility and make their countries livable.

I'm not saying these are easy choices either one is hard to achieve. But they are the only choices for a solution. Any other option won't work.

(If we are talking about the same thing) About your second solution,for exemple,many cities in France are funding projects in Romania to make the life "better" for roma gypsies,hoping they would not come back,but that's the opposite. By the way,we owe nothing for these so called refugees,they can ask asylum to their beloved muslim brothers,we don't want them here.
