The road was being built on disputed territory. Basically, Bhutanese territory.

and why they didn’t take up the matter diplomatically is somewhat strange.

Bhutan doesn't have diplomatic relations with China.

The ‘two’ here being China and Pakistan and ‘half’ indicating internal conflicts.

The half indicates insurgency from Pak. Internal conflicts have been subjugated to the point where there is no real threat from them.

Masterji this is not History class. The larger and more powerful Pakistan of July 1971 is not what todays Pakistan. A smaller, wanna be suzerain state of China. Which carries less diplomatic weight than freaking Madagascar. How can you mediate between India and China? Mediators are usually neutral allies of both nations.
If the news was Iran mediating between China and India, then there will be some sanity.
