I remember reading an article the other day explaining why the Chinese army's individual weapons are not equipped with optical sight.
The article said that the basic reason for the Chinese military to equip individual rifles is the traditional sense of ritual, not the need for combat. The US has a lot of security fighting, but the Chinese military doesn't have that need. The armed police and special police undertake most of the public security and anti-terrorism tasks. Fewer than 10% of all deaths in modern warfare are caused by small arms.
So the article thinks that the main role of rifles in the Chinese army is decoration.
