If I were an Indian planner wanting to end Pakistani hold on IOK. I would bring the kashmiris into maintstream, employ them all over india to make their stake in India too precious to loose, have massive development in Kashmir, have massive poverty uplifting and eduction of Kashmiri youth.

It will take guts.However, I would like to see more development in balochistan. Its our largest province for God sakes. Make it into lasvegas/dubai or something. It has a beautiful coastline.
