The point is that they will never be able to come out with it; because if they do, their own military would fall in the eyes of their fundamentalist set of people; others will resent too, but mainly the Hafiz Saeed followers would be miffed to the core.
I actually feel that their refusal is good for us. While they take their pride in taking out border security guards on the side, we use that as a pretext and target the more important areas inside their territory, both in and out of uniform.
Yes, we are losing folks and that is bad; but honestly, it is not like their snipers would stop anytime just because we ask them to. In the meanwhile, it is better if we can hit more critical targets there and target their 'soft' circle inside our country's media, communication and entertainment segments as well

As for secular, India is secular but the people are deeply and culturally conservative. In India, secular means that all government institutions are open to all religious communities based on their merits and qualifications.
But secularism doesn't mean that the Hindus or we or anyone else gives a free ride to some other specific set of people to hurt the sentiments.
Big difference.
I think you will need to understand the meaning of a country's constitution being secular vs people being subservient to foreign religions.
