Pakistan already operates a French design, the Agosta 90B:
It's likely that due to their familiarity and existing partnership with France, that they would opt to seek newer submarines from them.
Perhaps the negotiation or construction time-table for new subs was too long, or they were too costly, or that China's performed better in certain situations such as deep-waters - signalling a shift in Pakistan's doctrine from coastal defense to deep-water attack, but something lessened Pakistan's interest.
Diplomatic pressure from India, due to its Scorpene building/procurement, could have played a role as well:
But given Pakistan's history of working with France on submarines, it's not surprising that they would again approach the French for an Agosta 90B replacement.
is it really high quality??? i mean comparable to france n german tech?
While China's nuclear submarines are making progress, but still lag Western designs, their AIP and SSK/SSCs are deadly quiet. This is acknowledged by the US Navy. They compare favorably to modern Russian designs such as Lada class:
They are still noted as being behind Japan's Sōryū-class:
But they are damn good and shouldn't be underestimated or put down.
