Six dead, two injured as bridge collapses in Kohat

KOHAT: Six persons were killed and two others injured when a under construction bridge in Shin Dhand area of Frontier Region (FR) Kohat suddenly caved in, according to police sources.

According to details, labourers were busy in their work on the newly under construction bridge when it suddenly caved in killing six of them on the spot while two other received critical head injuries,

Kohat Assistant Political Agent Khalid Ilyas also confirmed the incident.

Upon receiving information of the collapse officials of the rescue department, police and officials of the political administration rushed to the spot and started relief operations recovering the six bodies from the debris of the bridge while taken the injured to District Headquarters Hospital Kohat for medical treatment.

Eye witnesses also confirmed that another under construction bridge in FR Jawakai Shin Dhand area of district Kohat,also collapsed however, no immediate report of the sudden collapse of the bridge was received.

After PHC’s order: Peshawar’s historic varsity in administrative turmoil

PESHAWAR: A court order terming the appointment of the vice chancellor as illegal and gaps in the administrative set up have been impacting the image and working of the Islamia College University (ICU) in Peshawar, one the most prestigious and historic educational institutes of the country.

As a result, students at the varsity are now beginning to suffer from the mismanagement. With a number of teachers taken up with filling key administrative gaps, classes are now being affected.

On February 1, 2018, the Peshawar High Court declared the appointment of Islamia College University (ICU) Vice Chancellor Prof Dr Habib Ahmad as illegal.

The court had issued the order after a writ petition was filed by Prof Dr Yaseen Iqbal, who had argued that Dr Ahmad was ineligible for the post.

Dr Ahmad, who had cleared two exams in the third division, had been recommended and appointed as the vice chancellor of an institution where students who have secured even 90 per cent marks fail to get admission due to the tough, merit-based admissions policy.

Similarly, according to the documents available with The Express Tribune,last year the ICU administration had appointed 26 junior clerks against an advertisement for only two positions. Moreover, several people had been appointed in the varsity on basic pay scale (BPS)-17 without the posts being advertised beforehand, a legal requirement for public sector universities.

An official at the ICU, who spoke to The Express Tribune on the condition of anonymity since he was not authorized to speak to the media, said that the vice chancellor had promoted several blue-eyed employees.

He added that while the vice chancellor had the power to appoint employees from BPS-1 to 17 without seeking the approval of the university’s board or syndicate, he could not violate the rules.

Moreover, the VC appointed a number of faculty members on administrative positions which not only disturbed scheduled classes but was also against the rules.

The official said that despite certain notifications from the Khyber-Pakhtunkhwa Higher Education Department to keep the faculty from administration positions, all the key seats in ICU were now occupied by faculty members.

Wajid Ali, a student at ICU Peshawar, told The Express Tribune, that the varsity enjoys a great reputation around the world. However, irregularities, mismanagement, and internal wars between employees have only served to tarnish the name of the varsity.

Confirming that they often find their teachers busy with administrative affairs of the varsity when their classes are scheduled, he urged the provincial government to take serious notice of the issues and to restore the name of this historical institution bring administrative order.

Another student of the institution, Waqas Khan, lamented that ICU was a historical and prestigious college of the province. But ever since it had been upgraded to a university, it started to deteriorate.

He argued that the college was not fit to become a university for several reasons. Waqas explained, adding that the previous government wanted to set up a varsity in the province without having to spend money on building a new campus.

However, the 100-year-old ICU, he said, had insufficient space and resources to become a modern university.

Meanwhile, ICU Register DrTauqeer Alam Talking told The Express Tribune that they have yet to receive any letter from the provincial government which notified that Dr Ahmad had been disqualified as the vice chancellor of ICU.

He added that the ICU vice chancellor had qualified for his seat by meeting all the listed requirements of educational certification, experience and achievements and that he had been appointed after clearing the government-mandated appointment process.

Dr Alam further said that as per the Universities Act, the vice chancellor has the power to either increase or decrease positions in the varsities and to appoint employees from BPS-1 to 16. Employees can even be appointed in BPS-17, but for a short period to fill posts on need-basis.

Asked about the procedure of a VC’s disqualification, Dr Alam explained that the vice chancellor can only be disqualified by the provincial government after following the stipulated procedure.

About the teaching faculty working on administration positions, he said that the move had been necessitated owing to a lack of qualified people in the university to run matters.

However, when the argument was made that the move was impacting classes, the registrar categorically stated that teachers are taking classes on time.

K-P govt grilled over Ehtesab chief

PESHAWAR: The Khyber-Pakhtunkhwa government came in for a grilling in the provincial assembly on Monday for failing to appoint a regular director general for its flagship institution, the Ehtesab Commission.

The matter came under discussion during the question hour when the law minister failed to give a satisfactory answer to Pakistan Peoples Party (PPP) lawmaker Fakhr Azam Wazir.

Wazir had asked why the Khyber-Pakhtunkhwa (K-P) Ehtesab Commission was operating with a temporary chief instead of a permanent one.

The government submitted a reply that former incumbent, Lt Gen (retd) Hamid Khan had resigned on February 24, 2016. Ever since Brigadier (retd) Muhammad Sajjad was given an acting charge.

“The Ehtesab Commission is working legally and independently and there is no illegality in its working and the matter is subjudice in the court,” the reply read.

On Monday, Wazir objected to the answer, demanding that the government tell the house under what law was the K-PEC operating under an acting director general for nearly two years.

Wazir was joined by Awami National Party (ANP) lawmaker Sardar Hussain Babak, who accosted the ruling Pakistan Tehreek-e-Insaf (PTI) for their much-touted accountability and claim of eliminating corruption.

He added that the law minister had no real answer to the question and was trying to dodge it by labelling the issue as subjudice.

After Deputy Speaker Dr Mehar Taj Roghani tried to paper over the crack by skipping Wazir’s follow-up question, the opposition walked out of the house in protest.

Later, the opposition was persuaded to return after Local Government Minister Inayatullah Khan and Higher Education Minister Mushtaq Ghani assured the opposition that the matter would be taken up in a special committee of the K-P assembly.

“KPEC is a flagship institution of the incumbent government so a discussion on it in the house or a committee of the assembly is a positive gesture from the government and it shall go to the credit of the government,” explained Inayatullah, adding that the discussion and any action suggested to address shortcomings in KPEC should be welcomed by the government.

The house will discuss the DG appointment issue in a special committee comprising the parliamentary leaders of all the political parties in the assembly along with Wazir. The report of the committee will be presented in the house.

The house also constituted a committee under the supervision of Speaker Asad Qaiser for resolving the issue of tobacco cess for Swabi and is expected to present its report to the house within 12 days.

The House passed four bills seeking amendments in their respective laws, including the K-P Public Procurement Regulatory Authority (second amendment) Bill 2018. Under the bill, the law secretary was included in the board of directors of the K-P Public Procurement Authority. Moreover, the civil courts were limited from acting on anything done by a procuring entity under the K-P Public Procurement Authority Act in good faith.

It also enabled the procuring entity to conduct the bidding process through electronic means.

The house also passed the K-P Establishment of Information Technology Board (Amendment) Act 2018 seeking the merger of the K-P Information Technology Directorate along with all its assets with the K-P Information Technology Board.

All the projects of the directorate along with its employees will now be transferred to the board.

The house also passed the K-P Public Service Commission (Amendment) Act 2018, seeking an amendment to the functions of the commission.

It also passed the K-P Protection against Harassment of Women at the Workplace (amendment) Act 2018, which defines the criteria for the appointment of ombudsperson under the act.

The bill stipulates that the ombudsperson must be a judge of a high court or a retired civil servant of known integrity with 15 years service or has been one or qualified to be one. Moreover, they shall not be of more than 65-years-of-age and not less than 45-years-od-age.

A committee comprising the chief secretary in the chair and members including secretary social welfare, secretary finance, secretary law and secretary establishment shall recommend a panel of candidates for filling the slot.

The ombudsperson shall be appointed for three years and shall be eligible for all perks and privileges admissible to Basic Pay Scale-21 officer.

Family seeks shifting of medical student murder case

PESHAWAR: The brother of medical student Asma Rani, who was killed in Kohat last month, on Monday requested Peshawar High Court that the ‘killers’ and their family members were influential, therefore, the bail petition of arrested suspects and the trial may be shifted to Peshawar from Kohat district.

A petition filed by Asma’s brother Mohammad Irfan in the high court stated that the suspects had committed brutal murder of his sister by firing at her on January 27.

The prime suspect in the case, Mujahidullah, had along with his brother Sadiqullah, allegedly opened fire at Asma as she had turned down his marriage proposal. Following the occurrence, the prime suspect fled to Saudi Arabia. Now Interpol has issued his red warrants placing him in the list of wanted persons.Asma had named Mujahidullah as her killer in her dying declaration. The petition is filed through senior advocate Ghulam Mohiuddin Malik and Mohammad Farooq Malik.

The petitioner states that his sister was a student of third year at a medical college in Abbottabad and on the day of occurrence she had come to Kohat on weekend.

He states that the suspects are permanent residents of Kohat and belong to influential political family as one of their close relative is the district president of Pakistan Tehreek-i-Insaf, the ruling party in the province, whereas another one is an MNA.

The petitioner claims that several of the relatives of the suspects are practicing lawyers and the petitioner tried his level best to engage a counsel in Kohat but no one accepted his case.

“The accused party is holding field in the area, they are mighty, influential and possessing great strength in the local area,” the petitioner claims. He states that on each date of hearing they are hostile, come to the court with number of their supporters, putting petitioner and his relatives under pressure. He adds that they have been creating hostile atmosphere and life threat to the petitioner.

He states that it has become difficult for him and his family to pursue the bail petitions filed by the arrested suspect as well as the trial of the case, which would start later. Therefore, he requests the high court to transfer all the cases related to the murder of his sister to Peshawar from Kohat.

It is worth mentioning that after the occurrence, Kohat police arrested the co-accused, Sadiqullah, and also allegedly recovered a 30 bore pistol from his possession, which was used in the offence.

Subsequently, police arrested another suspect named Shahzeb, who had allegedly helped Mujahidullah in escaping to Saudi Arabia. Police claimed that on his pinpointing they recovered a motorcycle used in the offence from his house as well as the vehicle in which Mujahidullah had escaped.

Following the occurrence, police approached Interpol through FIA for issuing red warrants of Mujahidullah.

Peshawar BRT project to cost extra Rs2.5bn for completion

PESHAWAR: The much-touted Peshawar Bus Rapid Transit (BRT) project is now going to incur an additional cost of Rs2.5 billion after nine changes in its design were decided.

According to sources, Peshawar Development Authority (PDA) made some major changes in the design of the mega project, which have resulted in increasing the cost. They added that nine major changes have been made in three sections of the project, which include construction of an underground station at Aman Chowk and a new flyover for the BRT alongside Arbab Sikandar Khan Khalil flyover.

Furthermore, construction of a route to the airport near CSD on section 2 of the project has also been decided. The bus stop opposite FG School has been transferred to Aman Chowk, while the BRT would also pass through a flyover near Tatara Park and Tehkal in order to not obstruct traffic flow in these areas, sources said.

PDA director general, however, maintained that the project will be completed with a cost of Rs49 billion.

Speaking to a private news channel, Israrul Haq said that the changes made in the project were aimed at further improving it and they will not affect its cost. He further stated that they want to complete the project early, yet making sure it is flawless.

In the heart of the provincial capital, residents need only take a look out of their window to see whether their children are studying or not, whether the teacher showed up. The school is so overcrowded that its administration has resorted to holding some classes on the roof, in full view of the surrounding locality.

Despite tall claims of the Pakistan Tehreek-e-Insaf (PTI) led Khyber-Pakhtunkhwa government that they have made record allocation for provision of basic facilities in schools, over 800 students of the primary section at the Government Middle School (GMS) Nauthia Jadeed in Peshawar study under the open-sky.

parking Plaza's, 1100 shops, Bike sharing system, it will be just like metro

Contrary To What Imran Khan Tries To Sell, The Crime Rate Is Increasing Under The KPK Police’s Watch

Police play a key role in the prevention of crimes such as abduction, murder, dacoits and other social evils. When Imran khan came to power in Khyber-Pakhtunkwa, he directly started work on police enhancement. After the passage of one year,and the establishment of City Patrol Police, he claimed that the KPK Police is able to control and respond to terrorist activities in time and is free of corruption. Unfortunately, he failed to achieve in four years what he promised in the first year.

Firstly, it is the duty of military and paramilitary forces to respond and control terrorist activities. Police department’s duty is to eliminate drug trade, robbery, dacoity and abduction. Here, I collected data from Pakistan Bureau of Statistics in which the crimes were increased.

In 2013 where 3,163 people were murdered in KPK while in 2014 it was increased up to 3,184.Similarly in 2013, 1137 people were abducted from different areas of KPK while in 2014 the rate went to 1277 people. The rate of kidnaping in 2015 was 1,165 while in 2016, it was increased to 1,214. The above mentioned data clearly shows that KPK Police is still not able to eliminate basic crimes from society.

Secondly, many incidents occurred in which the police did not show decent performance such as in the case of Hina Shah Nawaz who was killed by a relative in Kohat to which police did not lodge an FIR(First Information Report) properly,thus failing to apprehend the culprits in time –the case is still unknown to general public. Recently,Asma Rani was killed in Kohat.She was a medical student in Ayub Medical College, Abbottabad. In this case,the police once again failed to arrest the culprit in time, while one of the culprits named Mujahid had left the country and escaped to Saudi Arabia. These instances show that the police lack the basic capacity to arrest culprits in time and put them behind bars.

Thirdly, we have heard many times that KPKPolice is free from corruption and is accountable to general public. As far as the question of corruption is concerned, I can confidently say that instead of decreasing, corruption is reaching its peak. In my own district,Lakki Marwat, the drug trade is increasing day by day and the selling of drugs is a common profession of every individual. Is it possible to sell drugs without police dealing and involvement? Are the police unaware about the increasing of drug trade in the area?No, the police are directly in contact with drug dealers and receiving monthly charges from these dealers. Recently, when I passed few comments onLakkiMarwatPolice page on Facebook, about the increasing of drug trade in the area, my comments were deleted and I found myself blocked from their page. Instead of taking action against those drug dealers they wish to keep this subject matter brushed under the carpet. If KPK Police is not able to take constructive comments from the very people they apparently wish to protect people, then how they will take action? It means that there is no external accountability to facilitate general public while the accountability of police is just another tall claim.

However, it must be noted that the establishment of City Patrol Police in a Peshawar city is a very good step taken by provincial government. The police are present at every entrance and exit point of the city to check activities of people on a regular basis. This one improvement does not take away from Imran Khan’s inability to maintain basic social order in other police departments. It may be very difficult for Imran Khan to win next elections from Khyber Pakhtunkwa and other parts of the country,due to his own incompetency and unfulfilled promises.

KP energy body negates PTI chief’s claim of constructing 350 small dams

The Khyber Pakhtunkhwa (KP) Energy Development Organisation on Wednesday released documents which contradicted Pakistan Tehreek-e-Insaf Chairman Imran Khan’s claim of having constructed over 350 small dams in the province to put an end to power outages.

During a rally held in KhwazaKhela in 2014, Khan claimed, “We have initiated a plan to construct 350 small dams in KP during our tenure.”

The KP government had pledged to construct 356 dams in the province according to an 18-month plan. In contrast, the KP energy report showed that the provincial government had failed to complete the project before this year’s general elections. Construction activities were ongoing on 114 dams and the authorities concerned have not yet started work on 40 proposed dams.

According to sources, the PTI government could not show any documentary evidence to support its claims. They further said that even if all 356 dams were constructed, they would only be able to produce 35 megawatts of electricity to the national grid since a majority of these dams could only produce 5KV to 50KV electricity.

It is important to mention here that a majority of these projects were initiated without conducted mandatory geological surveys of the area where the dams were being constructed.

Khyber Pakhtunkhwa Chief Financial Officer Saeed Akhtar Chughtai, while talking to a private news channel, said, “Electricity produced from these dams would cost Rs 4.5 per unit tariff.” The PTI chief, on the other hand, had claimed that the provincial government would provide electricity to consumers on Rs 2 per unit.
