I really have no clue as to why despite knowing all about this man, the deep state of Pakistan is unable to act. God knows what they are waiting for.
 
Looking at the historical incompetence of the ISI, it is easy to presume that substantial evidence against Kulbhusan Yadav could not have been collected. You are only going to get a few leads through torture which is perhaps the only investigative technique known to this so-called intelligence organization. It's been months and nothing substantial has come out.

Had there been a sliver of competency in the ISI, the arrest of Kulbhusan Yadav would have been a diplomatic disaster for India.

Until recently, ISI chiefs like Hameed Gul and Shuja Pasha were only capable of propping up King's parties rather than doing ACTUAL intelligence gathering against enemies.

During the Musharaf era, ISI was more concerned with installing cameras in Supreme Court judges' bedrooms than with nabbing Taliban terrorists that had killed thousands of people.

Nowadays, ISI's James Bonds are looking at Dawn Leaks. RAW must be thankful to their Pakistani counterparts.
